To ensure more flexibility in the actions supported and to encourage cooperation among the different parts of the audiovisual value-chain, the priorities of the 2021-2027 Creative Europe programme are structured around four clusters.

The business cluster under the MEDIA strand of Creative Europe promotes business innovation, scalability and talents across the European audiovisual industry’s value chain. This scaling up is needed within the audiovisual environment, given the growth of global players in the sector and the digital transformation. Specific groups that drive the internationalisation of the sector will receive targeted support to strengthen cross-border collaboration and boost learning and knowledge-sharing to allow the industry to go beyond its national territories. The COVID-19 crisis has dramatically affected the audiovisual viewing habits of European audiences. The progressive shift from cinema to platforms that the sector has witnessed in the last year has taken an incredible acceleration due to the closure of cinema theatres. Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have a separate legal personality from the natural person). International organizations - International organizations are eligible. The rules for eligible countries do not apply to them. Entities that do not have legal personality under their national law may exceptionally participate, provided that their representatives are able to enter into legal commitments on their behalf and offer guarantees for the protection of the EU's financial interests equivalent to those of legal persons. EU entities - EU entities (with the exception of the Joint Research Center of the European Commission) can NOT be part of the consortium. Institutions composed of members can participate as "sole beneficiaries" or "beneficiaries without legal personality". Please note that if the action is implemented by the members, they should also participate (either as beneficiaries or as affiliated bodies, otherwise their costs will NOT be eligible). Creative Europe Desks host organizations are eligible for open calls as coordinator or beneficiary if they have procedures in place to separate the project management and information provision functions and can demonstrate cost segregation (i.e. that their project grant does not cover costs covered by their other grant). This requires the following:
Beneficiaries from countries with which negotiations are ongoing (see list above) may participate in the call for proposals and sign grants if negotiations are completed before the grant is signed (with retroactive effect if provided for in the agreement). |
