Interreg VI-A IPA Hungary Serbia is an initiative implemented within the 2021-2027 European Union financial framework, under the Instrument for Pre-Accession Assistance (IPA). The main aim of the Programme is to foster and encourage the harmonious cross-border development of the region, by co-financing great ideas by non-profit organizations from the Programme’s territory. This call is for small-scale projects (SSP).
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P1: A greener region
- SO 1.1: Climate change adaptation, risk prevention
- SO 1.2: Biodiversity and reduced pollution
- P2: Enhancing the human and cultural values
- SO 2.1: Education and lifelong learning
- SO 2.2: Culture and tourism
- P3: Cross-border institutional and civil cooperation
- SO 3.1: Harmonious neighbourly relations through cooperation
Expected results
The programme proposes the following (non exhaustive) types of measures:
P1: A greener region
- SO 1.1: Climate change adaptation, risk prevention
- Joint development, coordination and improvement of the cross-border risk prevention and disaster management systems
- Joint actions for adaptation to climate change in view to reducing the impact of climate change, addressing natural phenomena occuring as a consequence of climate change
- Joint awareness raising and educational activities on causes, consequences of climate change and possible adaptation and mitigation measures
- SO 1.2: Biodiversity and reduced pollution
- Joint activities which identiy and contribute to the elimination of the cross-border pollution sources
- Joint initiatives for ensuring the sustainable development of natural areas
- Joint awareness raising and educational activities on environmental and nature protection topics in the border region
P2: Enhancing the human and cultural values
- SO 2.1: Education and lifelong learning
- Lifelong learning for social inclusion, social cohesion and environmentally sustainable and healthy digitalization
- Joint development of training, mentoring and outreach programs to combat and reverse early school leaving
- Joint development of vocational training
- SO 2.2: Culture and tourism
- Development of joint tourism products with joint marketing management of these products
- Cultural cooperation
- Joint management of information for tourism and cultural purposes
P3: Cross-border institutional and civil cooperation
- SO 3.1: Harmonious neighbourly relations through cooperation
- Building up mutual trust, in particular by encouraging people to people actions
- Actions supporting better cooperation governance

Project Partnership
Projects must involve at least one Applicant from Serbia and one from Hungary. The number of beneficiaries is maximum 6, including the lead beneficiary.
In order to be eligible, projects must contribute to at least three out of the following four cooperation criteria.
- Joint development (compulsory)
- Joint implementation (compulsory)
- Joint financing
- Joint staffing

Additional Information
On project level, the EU contribution (IPA) is up to 85% of the total eligible expenditure. The remaining 15% will be financed from national sources. Please note, that the sources of funding differ in case of partners from Hungary and from Serbia as described in Chapter 8 of the GfA. Once the Lead Beneficiary concludes the Subsidy Contract with the managing authority an advance in an amount of maximum 15% of the total IPA allocation of a project will automatically be granted.
The Applications for SSP and RSP must be submitted in English online via the Application Module of INTERREG+ by 31 July 2023, 15:00 local time (Central European Time). Applications submitted after the given deadline will be considered formally non-compliant and will not be considered further.
