short description
This call resorts under the Connecting Europe Facility 2021-2027 – multiannual work programme for the transport sector and specifically aims at adapting sections of the TEN-T for civilian-defence dual-use (meaning addressing both civilian and defence needs) in the context of the Action Plan on Military Mobility (for instance technical requirements on dimensions and capacity).
Call objectives
In accordance with Article 9(2)(c) and Article 12 of the CEF Regulation, studies and/or works, related to the following actions will be supported:
- All actions described in sections 6.1 or 6.2 of the multiannual work programme for CEF-Transport 2021-2027, if relevant for civilian-defence dual-use;
- Actions regarding the construction and upgrade of sections and components of the Core and Comprehensive Network not covered in sections 6.1 or 6.2 of the multiannual work programme for CEF-Transport 2021-2027 if relevant for civilian-defence dual-use;
- Actions concerning air transport infrastructure components, as defined in Regulation (EU) No 1315/2013, if relevant for civilian-defence dual-use.
As provided in Article 12(1)(c) of the CEF Regulation, such actions are to take into account the infrastructure requirements applicable to certain categories of dual-use infrastructure actions, as set out in the implementing act adopted pursuant to Article 12(2) of the CEF Regulation (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=uriserv%3AOJ.L_.2021.288.01.0037.01.ENG&toc=OJ%3AL%3A2021%3A288%3ATOC), as well as be located on the EU military transport network established by the Council in November 2018, last updated in July 2019, including any future updates by the call deadline.
Support will not be given for projects in the areas of ERTMS, recharging infrastructure and retrofitting rail freight (noisy) wagons under this call.

Proposals shall be submitted by:
- one or more EU Member States
- by international organisations, joint undertakings, or public or private undertakings or bodies established in Member States (with the agreement of the Member States concerned).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.
- EU Member States (including overseas countries and territories (OCTs))
Specific cases:
- Entities from other countries are exceptionally eligible for projects of common interest in the field of transport, energyand digital and for cross-border projects in the field of renewable energy, if the granting authority considers their participation essential for the implementation of the action.
- Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
- International organisations are eligible. The rules on eligible countries do not apply to them.
- Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
- EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
- Special rules apply for certain entities (e.g. entities subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU)15 and entities covered by Commission Guidelines No 2013/C 205/0516). Such entities are not eligible to participate in any capacity, including as beneficiaries, affiliated entities, associated partners, subcontractors or recipients of financial support to third parties (if any).
- Following the Council Implementing Decision (EU) 2022/2506, as of 16th December 2022, no legal commitments (including the grant agreement itself as well as subcontracts, purchase contracts, financial support to third parties etc.) can be signed with Hungarian public interest trusts established under Hungarian Act IX of 2021 or any entity they maintain.
- Affected entities may continue to apply to calls for proposals. However, in case the Council measures are not lifted, such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties). In this case, co-applicants will be invited to remove or replace that entity and/or to change its status into associated partner. Tasks and budget may be redistributed accordingly.
other eligibility criteria
In order to ensure efficiency in EU funding interventions, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to the eligible costs of no less than EUR 1,000,000. Where possible, related projects should be grouped and submitted as one proposal.
