The global objective of this call for proposals is to strengthen participatory democracy and the EU integration process in Montenegro, through an enhanced contribution of civil society.
Call objectives
The specific objective of this call for proposals is to improve youth inclusion and participation in different policy areas and support to youth initiatives.
The priorities of this call for proposals are youth engagement and participation in civic, economic, social and cultural life at local and central level, for example related to:
- Sustainable Development
- Environmental protection and Climate Action
- Social innovation
- Culture and Creative arts
- Anti-discrimination and social inclusion
Expected effects and impacts
The action must take place in Montenegro.
Types of action which may be financed under this call (not exhaustive) are as follows (main target group being the youth):
- Pilot actions involving youth in the above themes;
- Capacity building of youth and youth organisations to engage in relevant policies;
- Strengthening of youth civil society platforms, networks or coalitions, campaigning and cooperation on issues linked to the call;
- Youth networking and partnership building across relevant themes;
- Youth empowerment and engagement in central and local government policy formulation and implementation;
- Promoting inclusive and strategic partnerships, networking and cooperation with youth CSOs and other relevant stakeholders or among CSOs in Montenegro and the EU;
- Youth participation in music, arts and crafts, exhibitions, and other cultural and ludic activities;
- Youth participation in Environment protection;
- Social activities in the local communities;
- Promotion of social or environmental enterprise involving youth;
All actions should include dissemination of results and advocacy relating to the targeted areas, especially at the local level.
The following types of action are ineligible:
- actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, events and congresses;
- actions concerned only or mainly with individual scholarships for studies or training courses;
- actions and measures that may result in violation of human rights in partner countries or causing significant adverse effects on the environment or the climate;
- actions concerned only or mainly with study visits or participation in international fora;
- infrastructure projects or projects essentially focused on the purchase of equipment;
- purchase and/or renovation of buildings or offices;
- activities undertaken before signature of the contract;
- actions already funded by other Community programmes, or other donors;
- actions discriminating against or inciting hatred against individuals or groups of people on grounds of their gender, sexual orientation, religious beliefs or lack of them, or their ethnical origin;
- actions supporting political parties.

Expected results
Types of activity which may be financed under this call include but are not limited to
- Activities relating to youth participation in music, arts and crafts, exhibitions, and other cultural and ludic activities;
- Theatre performances for example to fight discrimination or promote tolerance and inclusion;
- Activities promoting the inclusion of youth, in particular women, Roma and marginalised groups into formal and informal decision making structures;
- Strengthening of youth civil society platforms, networks or coalitions, campaigning and cooperation on issues linked to the call;
- Networking and partnership building;
- Exchange of information, know-how and experience;
- Campaigns and actions set to mobilise youth on targeted themes;
- Monitoring and analysing the implementation of relevant Government legislation, policies and strategies, action plans and indicators;
- Analysis on obstacles to the development of economic activities relevant for youth at local level and definition of policies that could address these, and awareness raising/advocacy efforts towards improving the situation;
- Analysis of environmental or social challenges facing local communities, definition of policies and approaches that could address these and awareness raising/advocacy efforts towards improving the situation;
- Volunteering activities
- Pilot activities to identify and test income generating activities;
- Promotion of social innovation or environmental protection.

Lead applicant
In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a Civil Society Organisation
- be effectively established in Montenegro or a Member State of the European Union
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- not be in any of the situations listed in Section 2.4. of the practical guide and
- if the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant and the local capacity development must be strengthened through clearly proposed activities; and
The lead applicant must act with co-applicant(s) as specified hereafter.
Co-applicant(s)
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Co-applicants must sign the mandate in Annex A.2 Section 5.
Affiliated entities
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link, may be considered as affiliated entities to the lead applicant and/or to co-applicant(s).

Financial support to third parties
The lead applicant must have experience in Financial Support to Third Parties (FSTP).
Applicants shall propose financial support to third parties in order to help achieve the objectives of the action. The total amount for financial support to third parties should be at least 70% of the total value of the grant.
The maximum amount of financial support per third party is € 60,000.00. A threshold below € 60,000.00 can be set as appropriate. Smaller support is also encouraged. It is strongly encouraged that the duration of projects to be awarded under FSTP has a duration of at least 6 months.
Under this call, financial support to third parties is the main purpose of the action and is considered essential to achieve the objective of the action.
Financial support to third parties should be mainly done by organization of Call for proposals under which the third parties (organizations or initiatives) may present an application for a project, to implement an action or a work plan linked to the priorities indicated under section 1.2. of the guidelines.. Both action and operating grants are allowed.
