Interreg Central Baltic opens its fifth call for project proposals. All programme objectives (except priority 4 - improved public service) will be open for applications, however, some areas have specific focuses or restrictions to help achieve the programme’s goals. A focus highlights the programme’s preference for projects addressing particular areas of need.
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P1: Innovative Business Development
- SO 1.1: More exports by SMEs
- SO 1.2: More new scaled-up growth companies
- P2: Improved Environment and Resource Use
- SO 2.1: Joint circular economy solutions
- SO 2.2: Improved coastal and marine environment

Project Partnership
The minimum requirement for projects is to have partners from at least two of the Member States. Therefore, in the case of involving partners from the Åland islands, there must be at least one partner from Estonia, Latvia or Sweden in the project. Projects between only Åland islands and mainland Finland are not possible.
The size of the partnership should be based on the relevance of each partner for the project. The best size of the partnership should be considered for each project individually. Experience shows that projects with a large partnership are more difficult to manage. Being a partner always involves administrative tasks and costs even for the smallest partner organisation. Therefore, the partnership should be limited to 10. If there are exceptional reasons to have more partners, this should be clearly justified.
There is no demand to have partners from all countries. Bilateral projects and projects with partners from more (or all) countries are assessed equally.
The eligibility of partners has been defined according to their legal status and the location of the partner. The programme will accept public authorities (national, regional and local) as well as bodies governed by public law and bodies governed by private law.
Private companies and organisations with their legal address outside the programme area are excluded from being lead partners.
The key characteristics of project partners are that they have a budget and that they have an active role in the project implementation. All project partners should take an active part in the project preparation, implementation of thematic, as well as information and communication, project management activities. Each project has a responsibility to implement its own activities (as defined in the project plan) and to manage its budget.

A total of approximately €30 million ERDF will be reserved for funding in the Fifth call (both for small-scale and regular projects).
The focus areas of the programme objectives are the following:

Both SOs are open for applications, but the programme prioritises applications in SO 1.1.
P2: Improved Environment and Resource Use
- SO 2.1: Joint circular economy solutions
- SO 2.2: Improved coastal and marine environment
- SO 2.3: Decreased CO2 emissions
All three SOs are open for applications.
P3: Improved Employment Opportunities
- SO 3.1: Improved employment opportunities on labour market
In SO 3.1, the programme prioritises applications dealing with result indicator PSR 6 “Number of people with increased competitiveness on labour market” as well as with less represented target groups like people with special needs and older people. All 3 types of result indicators (PSR 6 “Number of people with increased competitiveness on labour market”, PSR 7 “Number of organisations with applied anti-discriminatory policies”, and PSR 8 “Number of people with increased entrepreneurship”) and all target groups are open for applications.

Jems is open for application preparation from 10 March 2025 for both regular and small projects, using a one-step application process.
The first possible submission date of the application form is 1 August 2025. Submission of application form in Jems closes on 30 September 2025 at noon (corresponding local time 12:00 in Finland, including Åland, Estonia, Latvia, and 11:00 in Sweden).
