The present Call for Proposals seeks to support the work of civil society organisations on expanding and protecting human rights in the digital age. Enabling civil society to utilise digital technology to amplify their agendas, to promote and protect inclusive democratic space online and offline.
Call objectives
The global objective of this call for proposals is to empower civil society organisations and to support their efforts to promote, protect, and ensure the full enjoyment of human rights in the context of digital transformation.
The specific objectives of this call for proposals are:
- Promoting use of technology as a tool to monitor and report human rights violations and improvement of public service provision;
- Promoting innovative approaches in addressing participation in decision-making, accountability and transparency and building connections and share ideas;
- Promoting cooperation between all relevant stakeholders, and in particular the building of partnerships between governments, civil society and technology companies.
The priorities of this call for proposals are:
- Enhance the digital skills, increase capacity, resilience and protection to engage safely in online democratic spaces;
- Contribute to informing policy decisions and improving/monitoring public service provision, ensuring that the technology effectively addresses the needs and rights of the population;
- Enhance public participation and feedback mechanisms, citizen engagement platforms development and promotion that allow citizens to provide feedback on public services and report any issues or rights violations they encounter;
- Foster advocacy for creation/strengthening/implementation of legal and policy frameworks that support the use of digital tools for human rights monitoring and public service improvement;
- Foster cooperation and partnerships to share best practices, technologies, and strategies for using digital tools in human rights monitoring and public service provision.

Expected results
Types of activity which may be financed under this call:
- Activities supporting capacity development and learning opportunities to enhance the digital skills;
- Campaigns and advocacy to raise public awareness on human rights and digitalisation;
- Develop community youth hubs providing access to digital technology and internet access, in support of youth democratic engagement;
- Address the digital divide by outreach and inclusion of marginalized and disadvantaged groups within urban areas;
- Provide learning opportunities and/or software and equipment to strengthen the long-term digital protection of young people/women and girls and other marginalized groups;
- Increase the digital advocacy skills and strategies of activists, with a focus on public engagement, outreach, and creating meaningful inclusion and participation in democratic governance and decision-making processes;
- Activities or trainings to increase the capacity of young activists to address mis- and disinformation as well as online harassment;
- Support identification and dissemination of best practice on digital advocacy and democratic participation;
- Digital literacy workshops, in schools, community centers and online to educated people about digital rights, safe internet practices and how to protect personal data;
- Collaborate with technology companies to promote digital rights awareness;
- Build and/or strengthen digital communities and support networks to foster solidarity and knowledge-sharing;
- Provide training and support coordination of marginalised and disadvantaged groups to promote digital advocacy;
- Provide learning opportunities, security training and/or tools to strengthen the long-term digital protection of marginalised and disadvantaged groups;
- Build /or strengthen cooperation with institutions at central or local level making public participation easier and more effective and / or increasing access to public services;
- Build /or strengthen cooperation with institutions at central or local level facilitating the documentation of violations and abuses and supporting online activism.

In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation established in Kosovo, or in a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under Neighbourhood, Development and International Cooperation Instrument (NDICI - Global Europe) and
- be directly responsible for the preparation and management of the action with the co- applicant(s) and affiliated entity(ies), i.e. not acting as an intermediary and
- have a minimum of 1 year of experience in the field of application within the last 3 years, at the submission deadline for concept notes.
The lead applicant may act individually or with co-applicant(s). If the lead applicant is not established in Kosovo, it must act with at least one co-applicant established in Kosovo.
The lead applicant may not submit more than one application under this call for proposals.
The lead applicant may not be a co-applicant or an affiliated entity in another application at the same time.
A co-applicant or affiliated entity may not be the co-applicant or affiliated entity in more than one application under this call for proposals.

Actions must take place in Kosovo.
Applicants may propose financial support to third parties in order to help achieving the objectives of the action. The maximum amount of financial support per third party is EUR 60 000 except where achieving the objectives of the actions would otherwise be impossible or overly difficult, in which case this threshold can be exceeded. A threshold below EUR 60 000 can be set if appropriate.

To apply for this call for proposals the lead applicants need to:
- Provide information about the organisations involved in the action. To this end, lead applicants, co-applicants and affiliated entities must register in PADOR. Lead applicants must register at the concept note step. Co-applicants and affiliated entities must register at the full application step; lead applicants must make sure that their PADOR profile is up to date. Please note that the registration of this data in PADOR is obligatory for this call for proposals. PADOR is an on-line database in which organisations register and update information concerning their entity. Organisations registered in PADOR get a unique ID (EuropeAid ID) which they must mention in their application. PADOR is accessible via the website: https://webgate.ec.europa.eu/pador
- Provide information about the action in the documents listed under sections 2.2.2 of the call document (Where and how to send concept notes) and 2.2.5 (Full applications). Please note that online submission via PROSPECT is obligatory for this call.
It is strongly recommended to register in PADOR well in advance and not to wait until the last minute before the deadline to submit your application in PROSPECT.
