The Innovative tools and business models action is aimed at encouraging the development and/or the spread of innovative tools and business models to improve the visibility, availability, audience and diversity of European works in the digital age and/or the competitiveness and/or the greening process of the European audiovisual industry.
Call objectives
The projects can include in particular:
- Subtitling or accessibility/discoverability/recommendation tools to be widely used across borders and across platforms in order to improve the visibility, the availability and the audience potential of European audiovisual works;
- Business tools improving the efficiency and the transparency of the audiovisual markets: automated rights management system, technology for data gathering and analysis
- Business models seeking to optimise the synergies and complementarities between the distribution platforms (festivals, cinemas, VOD...);
- Business tools exploring new modes of production, financing, distribution or promotion enabled or enhanced by new technology (AI, big data, blockchain, Virtual worlds / Metaverse, NFT, etc.).
- Innovative tools and business models improving the greening process of the audiovisual industry.
The action does not cover the development of hardware (e.g. cameras, virtual headsets...).
Applications should present adequate strategies to ensure more sustainable and more environmentally-respectful industry and to ensure gender balance, inclusion, diversity and representativeness.
Transparency plays a key role in the action. Therefore, applications should contain plans for the disclosure of the inputs and results of the action, including among others communicating the results to public authorities, Member States and the audiovisual industry.
Special emphasis will also be placed on attracting private investment and on own investment. Project’s ability to apply for a sound and reasonable level of EU public funding below the 70% authorised will be assessed.

Expected effects and impacts
- Improve the competitiveness of the European audiovisual industry and seize the benefits of the innovative developments in technology and business models;
- Improve the adaptation of the European audiovisual industry to the opportunities offered by Artificial Intelligence and the development of virtual worlds (also called Metaverse(s));
- Improve the greening process of the European audiovisual industry;
- Improve the production and circulation of European audiovisual works in the digital era;
- Increase the number and diversity of European works available online and increase their visibility in order to allow them to reach more audiences.

Project Partnership
Applications by single applicants are allowed (single beneficiaries; affiliated entities and other participants are allowed, if needed) as well as proposals submitted by a consortium of at least 2 applicants (beneficiaries; not affiliated entities).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries i.e.:
- Creative Europe Participating Countries:
- EU Member States (including overseas countries and territories)
- non-EU countries (listed EEA countries and countries associated to the Creative EuropeProgramme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature - list of participating countries)
- Creative Europe Participating Countries:
- be established in one of the countries participating fully in the MEDIA Strand of the Creative Europe Programme and owned directly or indirectly, wholly or by majority participation, by nationals from such countries. When a company is publicly listed, the location of the stock exchange will in principle determine its nationality
Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person.
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’. Please note that if the action will be implemented by the members, they should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible).
Creative Europe Desks (CEDs) — The host organisations of Creative Europe Desks are eligible as coordinator or beneficiary in open calls, if they have procedures to segregate the project management and the information provision functions and if they are able to demonstrate cost separation (i.e. that their project grants do not cover any costs which are covered by their other grant). This requires the following:
- use of analytical accounting which allows for a cost accounting management with cost allocation keys and cost accounting codes AND application of these keys and codes to identify and separate the costs (i.e. to allocate them to either one of the two grants)
- recording of all real costs incurred for the activities that are covered by the two grants (including the indirect costs)
- allocation of the costs in a way that leads to a fair, objective and realistic result.

Additional Information
All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.
Proposals must be complete and contain all parts and mandatory annexes and supporting documents:
- Part A (to be filled in directly online) contains administrative information about the participants (future coordinator and beneficiaries and affiliated entities), the summarised budget for the proposal
- Part B (to be downloaded from the Portal submission system, completed and then assembled and re-uploaded as a PDF in the system) contains the technical description of the project.
- Part C — contains additional project data and the project’s contribution to EU programme key performance indicators (to be filled in directly online)
- mandatory annexes and supporting documents (templates available to be downloaded from the Portal Submission System, completed, assembled and re-uploaded):
- Declaration on independence and ownership (mandatory template available in the Submission System).
Proposals are limited to maximum 70 pages (Part B). Evaluators will not consider any additional pages.
