    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products.     Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

The objective is to modernise passenger transport infrastructure on the TEN-T network.

Call objectives

Studies related to projects aiming to seamless connections between and with long distance transport modes in a multimodal passenger hub as defined in the revised TEN-T Regulation.

The studies must relate to projects that:

  • are located in an urban node in line with Annex II of the revised TEN-T Regulation;
  • are part of a Sustainable Urban Mobility Plan established in accordance with the Sustainable Urban Mobility Planning guidance provided in Annex V of the revised TEN-T Regulation, or the 2019 Guidelines for Developing and Implementing a Sustainable Urban Mobility Plan or of an equivalent plan;
  • improve accessibility for all users, especially for passengers with disabilities or reduced mobility;
  • allow for seamless connection between and with available long-distance transport modes on the TEN-T network (land connections to/between railway stations and/or airports and/or ports. Projects including rail connections are not supported under this topic. However, such projects in Cohesion Member States can be submitted under the rail topics of the CORECOEN or COMPCOEN calls. Connections with other type of public transport infrastructure will only be supported where rail connections do not exist and are not planned;
  • may include safe connection with cycle infrastructure, allow safe connections with shared mobility solutions, as part of a wider project;
  • may address infrastructure for access to public transport and transfers between transport modes within an existing of future planned multimodal passenger hub, including cycle and car sharing parking facilities, as part of a wider project.

Buildings in hubs can be funded only for their components relating to transport operations, such as to commuting of the passengers between different transport modes.

Projects addressing studies on mobile equipment or vehicles will not be supported.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.
    • EU Member States (including overseas countries and territories (OCTs)) 
    • Third countries associated to the CEF Programme (list of participating countries)

Specific cases:

  • Project applications located in associated third countries are eligible for funding in the present calls under the conditions set out in Article 8(1) of the TEN-T Regulation (EU) N° 1315/2013 and Articles 5(2) and 9(2) of the CEF Regulation (EU) 2021/1153.
  • Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible for projects of common interest in the field of transport if the granting authority considers their participation essential for the implementation of the project.
  • Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
  • International organisations are eligible. The rules on eligible countries do not apply to them.
  • Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
  • EU bodies can NOT be part of the consortium.

The available call budget is split between 2 calls for proposals:

  • CEF-T-2024-SUSTMOBGEN-MULTHUB-Studies: Multimodal passenger hubs – Studies
In order to ensure efficiency in EU funding interventions, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to the eligible costs of no less than EUR 1 000 000. Where possible, related projects should be grouped and submitted as one proposal.

The costs will be reimbursed at the funding rates fixed in the Grant Agreement: 

  • maximum 50% for the costs of studies for proposals related to ‘multimodal passenger hubs’
  • maximum 50% for the costs of works for proposals related to ‘European Maritime Space / short sea shipping’, and
  • maximum 70% for the costs of works in outermost regions.
Please be aware that project management costs (including related tasks, such as consortium-internal progress meetings, project reporting etc.) should not exceed 10% of total costs for the project.

The foreseen duration of the works and mixed projects should be 4-5 years maximum. For studies projects it should be 2-3 years maximum. In both cases, the end date set in the Grant Agreement will not be later than 31.12.2029.

All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.

Proposals must be complete and contain all parts and mandatory annexes and supporting documents, e.g. plan for the exploitation and dissemination of the results including communication activities, etc.

The application form will have two parts:

  • Part A (to be filled in directly online) contains administrative information about the participants (future coordinator and beneficiaries and affiliated entities), and the summarised budget for the project
  • Part B (to be downloaded from the Portal submission system, completed and then assembled and re-uploaded as a PDF in the system) contains the technical description of the project.

  • detailed budget table per WP/calculator 
  • activity reports of last year (unless exempted from operational capacity check; see section 7 of call document)

  • cost benefit analysis:
    • for works and mixed projects with budget (total eligible costs) above EUR 10 000 000: full cost-benefit analysis (CBA) (report and cash flow template)

  • environmental compliance file (for works, for studies with physical interventions and for studies without physical interventions. 

For applications concerning projects subject to an EIA, you may include a summary of the climate proofing process in the Portal Submission System under “Other Annexes".


The limit for a full application (Part B) is 120 pages.
