  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion. It also deals with cooperations between universities, health care facilities, schools and sports organisations, as well as with management and capacity building.

    Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Water management projects about management and distribution of drinking water, integrated sustainable water management, monitoring systems for water supply and improving drinking water quality; also water treatment (wastewater), in particular, innovative technologies to improve wastewater, treatments in the purification of industrial and domestic wastewater and water reuse policies. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)

The INTERREG VI-A Italy–Croatia 2021-2027 Programme is launching the Call for Operations of Strategic Importance (OSIs) and invites interested eligible applicants to submit their project proposals. These projects are complex cooperation projects typically originating from a top-down process, guided by the Programme decision-makers, who acknowledge a need or a potential for a cross-border solution.

Call objectives

The following priorities and specific objectives have been developed within the programme:

  • P1: Sustainable growth in the blue economy 
    • SO 1.1: Developing and enhancing research and innovation capacities and the uptake of advanced technologies 
    • SO 1.2: Developing skills for smart specialisation, industrial transition and entrepreneurship.
  • P2: Green and resilient shared environment 
    • SO 2.1: Promoting climate change adaptation and disaster risk prevention, resilience taking into account eco-system based approaches
    • SO 2.2: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution.
  • P3: Sustainable maritime and multimodal transport
    • SO 3.1: Developing and enhancing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility 
  • P4: Culture and tourism for sustainable development

Expected effects and impacts

The INTERREG VI-A Italy–Croatia 2021-2027 intends to select high-quality cross-border strategic projects in which organisations can cooperate to address common relevant thematic issues and very concrete needs in the area. The Operations of Strategic Importance (OSIs) are part of the adopted Interreg Programme, described in particular in appendix 3, in compliance article 17 (3) of the Interreg Regulation. On this basis, the Programme bodies have defined specific Annex 1 to the call announcement “Thematic Descriptive Sheets” for the selected Programme Specific Objective, which are integral part of the Call for Proposals, meant to guide the applicants to focus on strategic topics and actions, expected by the Programme. The Call’s objectives are considered fully attained with the financing of one project per Specific Objective, in full coherence with the Interreg Programme and in line with the methodology related to the performance framework of the Programme.

In addition, the relevance of the partnerships and the cross-border approach of each project is of utmost importance and it is therefore highly considered in the project assessment. Since the Programme is addressing common challenges of the cross-border area, all project proposals should be jointly developed and implemented by the partners. Moreover, OSIs are subject to a specific supervision by the Monitoring Committee and to specific communication requirements, set out in art. 30 and in art. 36 (4) of the Interreg Regulation respectively.

Expected results

The programme identified the (non-exhaustive) following types of measures:

P1: Sustainable growth in the blue economy 

  • SO 1.1: Developing and enhancing research and innovation capacities and the uptake of advanced technologies 
    • fostering cooperation between public bodies, academic institutions, private actors and civil society, with a particular focus on quadruple helix actors
    • supporting market driven research, especially in the field of Blue economy
    • promoting career opportunities in R&D, with a particular focus on crossborder research projects
    • supporting the joint development of sustainable technologies and materials, as well as efficient productive processes in terms of resource saving and recycling. The Italy-Croatia Programme has chosen to support beneficiaries through grants to have simple and harmonized rules, to have the most appropriate form of support to attract public co-financing and to meet the needs of target groups which are often small organizations
  • SO 1.2: Developing skills for smart specialisation, industrial transition and entrepreneurship.
    • stimulate dialogue and increase cooperation in the common areas of expertise of smart specialisation strategies
    • developing and consolidating entrepreneurial skills (e.g. innovative and digital skills, applied research, internationalisation)
    • supporting cross-border initiatives, training programmes and mutual learning especially on blue and green skills
    • boosting the development of entrepreneurial skills of graduates to support their entry in the labour market. P2: Green and resilient shared environment 

  • SO 2.1: Promoting climate change adaptation and disaster risk prevention, resilience taking into account eco-system based approaches
    • coordinating and harmonising methodologies and processes related to climate change monitoring and adaptation, especially in the areas with common geographic features (primarily Adriatic sea)
    • strengthening joint coordination of risk assessment process for those hazards that are common for the Programme area but not considered by national assessment reports of both countries (E.g. tsunami and oil-spills in the sea)
    • strengthening cooperation of the civil protection strategies throughout all its stages, from risk assessment, to definition of protocols and equipment supplies, and finally to post-disaster management
    • defining a more effective and strategic approach to climate change adaptation and risk prevention by the use of nature-based solutions (e.g. green or blue infrastructure measures)
    • improving knowledge development and capacity building linked to climate change, its consequences and how to adapt. The Italy-Croatia Programme has chosen to support beneficiaries through grants to have simple and harmonized rules, to have the most appropriate form of support to attract public co-financing and to meet the needs of target groups which are often small organizations
  • SO 2.2: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution.
    • creating a stronger knowledge-based information and joint monitoring system necessary for embracing a new approach to biodiversity and pollution challenges
    • investing in protecting marine ecosystems, exploiting good practices provided by existing protected areas, and preserving sea habitats from pollution due to human activities and from the arrival of alien fauna in the basin
    • promoting public awareness especially through the development of responsible behaviour. P3: Sustainable maritime and multimodal transport

  • SO 3.1: Developing and enhancing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility 
    • promoting transition towards greener and alternative transport solutions
    • strengthening and modernizing cross-border maritime connections by fostering ICT solutions
    • investing in a sea-land integrated approach and improvement of multimodal capabilities of ports, supporting both the central role played by TEN-T ports for the overall macro regional area connections, as well as minor ports for their relevance at the local level and for remote areas. P4: Culture and tourism for sustainable development

    • boosting innovation and digitalisation with the aim to valorise cultural sites and activities leading to a positive impact on local communities
    • investing in alternative routes and creating new integrated offers – such as experiential tourism - able to diversify the traditional flows and to reduce seasonality also supporting the creation of business and stable jobs through tourism/culture
    • promoting inclusive education and training focused on a smarter strategic management of sustainable tourist destinations in order to boost the competitiveness of the sector, fostering the development of circular economy business models and support the creation of resilient and fair employment. Institutions must:

  • Be established under the national law of Italy or Croatia (except for international organisations;
  • Have their official seat or seat of operations in the Programme area, as long as the official seat is active for at least twelve months and the seat of operation is active for at least six months before the date of publication of this call announcement and its location in the area is demonstrated through official documentation (e.g. through a public register or equivalent), to be uploaded in Jems with the application form;
  • Be endowed with legal personality

Eligible applicants must belong to one of the following categories of organisations:

  • Public Entities
    • National, regional and local public bodies and their associations
    • Bodies governed by public law, as defined in point (4) of article 2(1) of Directive 2014/24/EU on public procurement, and their associations
  • Private bodies
    • Non-profit organisations
    • Profit-making organisations
  • International organisations
    • International organisations acting under the national law of an EU Member State
    • International organisations acting under the international law

As a general rule, each organisation can take part in a maximum of 2 proposals, out of which maximum 1 as Lead Partner. Therefore, should the applicants infringe on the above rule, during the administrative compliance and eligibility check, they will be required to confirm the 2 proposals to be retained. In case the applicant fails to reply within 5 working days, the first proposal submitted as lead applicant and the first proposals submitted as project partners in chronological order shall be considered eligible.

The Programme encourages applicants to ensure geographic balance and establishes the following minimum requirements for the partnerships:

  • For priority 1, at least 2 partners, out of which 1 Italian, and 1 Croatian partner;
  • For priorities 2, 3 and 4, at least 6 partners, out of which at least 3 Italian, and 3 Croatian partners.

As to assure an effective management of project activities, it is also recommended to involve an appropriate number of partners, with a balanced participation between Italian and Croatian partners, as follows:

  • For specific objective 1.1 maximum 4 project partners are recommended
  • For specific objective 1.2 maximum 8 project partners are recommended
  • For priorities 2, 3 and 4 maximum 12 project partners are recommended.

In order to allocate sufficient funds per project partner, as to ensure a significant contribution to achieving the project objective, a minimum amount of 300.000 € ERDF per partner is compulsory.

All projects must end by 31st of December 2028: within this timeframe, project extensions may be granted in compliance with the rules specified in the Programme Implementation Manual.

Project proposals must be submitted in English language and only through Jems. Timely registration in the Jems system is highly recommended. No other method of submission will be accepted, and applications submitted in any other way will be automatically rejected.

In order to confirm the willingness of the Lead Applicant to submit the proposal, the legal representative, or a duly delegated person, shall sign the Lead Partner’s Declaration and the Application Form’s print-out through a valid e-signature (certificate compliant with the Regulation on the Electronic IDentification Authentication and Signature eIDAS14) or, in case of a handwritten signature, while attaching a valid ID-document of the signatory.
