The INTERREG Brandenburg-Poland cooperation program serves to promote cross-border cooperation. The aim of the program is to overcome border-related disadvantages and thus contribute to European integration. The cooperation program Interreg VI A Brandenburg - Poland 2021-2027 opens the third call for funding applications within all priorities (P) and for all specific objectives (SC) except for SC 6.3 in P4.
Call objectives
The following priorities and specific objectives were developed as part of the program:
- P1: An innovative border area: knowledge and technology transfer for innovative solutions
- SO 1.1: Development and expansion of research and innovation capacities and the introduction of advanced technologies
- P2: A resilient and sustainable border region: climate change and biodiversity
- SO 2.1: Promoting climate change adaptation and disaster prevention and resilience, taking into account ecosystem-based approaches
- SO 2.2: Improve the protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and reduce all forms of pollution
- P3: An attractive border area: education, culture and tourism
- SO 3.1: Improve equal access to inclusive and quality education, training and lifelong learning services by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training
- SO 3.2: Strengthen the role of culture and sustainable tourism for economic development, social inclusion and social innovation
- P4: A dialog-oriented border area: cooperation between residents and institutions
- SO 4.1: Improve the institutional capacity of public authorities, in particular those responsible for the management of a given territory, and of stakeholders (all strands)

Expected results
The program proposes the following (non-exhaustive list) measures:
P1: An innovative border area: knowledge and technology transfer for innovative solutions
- SO 1.1: Development and expansion of research and innovation capacities and the introduction of advanced technologies
- Cross-border networking of universities, research institutions and companies to support the cross-border transfer of knowledge and technology and promote the implementation of innovative solutions
- Expansion of existing and establishment of new cross-border collaborations between universities, research institutions and companies that contribute to the activation of innovation potential and the implementation of innovative solutions in areas such as health, renewable energies, energy efficiency and intelligent energy systems, hydrogen,low-carbon economy, mobility and lightweight construction
- cross-border measures to promote application-oriented research and development and the introduction of new technologies by companies, public administrations and the population
- Measures to promote innovative, future-oriented solutions in the field of cross-border sustainable and multimodal mobility
- cross-border measures to develop and test innovative, future-oriented solutions that improve the quality of healthcare
P2: A resilient and sustainable border region: climate change and biodiversity
- SO 2.1: Promoting adaptation to climate change and disaster prevention and resilience, taking into account ecosystem-based approaches
- Elaboration of cross-border analyses and development and implementation of cross-border concepts, solutions and action plans for climate change adaptation and carbon footprint reduction, e.g. in the areas of drought and aridity, natural environment (green spaces, urban climate) in cities, agriculture and forestry, parks and gardens
- Improving the technical, professional and legal-administrative conditions for cross-border fire and civil protection, e.g. joint civil protection plans and operational plans and the technical equipment required for their implementation
- Preparation of fire and civil protection forces for cross-border operations, e.g. joint civil protection exercises and facilitating the exchange of information
- Cross-border exchange and information on climate change, climate protection and adaptation to climate change
- SO 2.2: Improving the protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution
- Joint strategies, concepts and measures for the protection and sustainable use of natural and cultural landscapes
- cross-border solutions for the conservation and development of biodiversity, including the development of the necessary conceptual basis for this
- cross-border exchange of knowledge and expertise and support for the transfer of best practice on issues relating to the protection and sustainable use of natural and cultural landscapes and the conservation and development of biodiversity
- Joint cross-border measures to raise awareness of sustainable development and the value of biodiversity, including education for sustainable development
P3: An attractive border region: education, culture and tourism
- SO 3.1: Improve equal access to inclusive and quality education, training and lifelong learning services by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training
- Acquisition of the neighboring language and intercultural, interdisciplinary skills in all age groups
- Development and introduction of joint offers for lifelong learning and extracurricular education and training, which enable the acquisition of skills included in the national qualification frameworks as well as other specific, cross-border educational content (e.g. neighboring language, interculturality, imparting knowledge related to the neighboring country)
- Development and introduction of joint inclusive, including bilingual, educational components from pre-school education to school, training and higher education
- Measures to market cross-border educational offers and to strengthen the motivation to learn the neighboring language
- Development of digital cross-border learning platforms and provision of other digital equipment required for cross-border exchange
- Cross-border exchange of knowledge and skills and support for best-practice transfer, particularly on issues relating to the acquisition of the neighboring language and the acquisition of intercultural and interdisciplinary skills
- Development and introduction of advisory and information services on issues relating to cross-border career guidance and the networking of regional labor and education markets
- SO 3.2: Strengthening the role of culture and sustainable tourism for economic development, social inclusion and social innovation
- cross-border art and cultural projects
- cross-border marketing and mediation of cultural and tourist offers
- Cross-border networking of tourism organizations and tourism providers
- Development and introduction of digital applications/solutions to improve information about and access to cultural and tourism offerings
- Cross-border exchange of knowledge and expertise and support for best practice transfer
- cross-border measures to promote social innovation in connection with cross-border tourism and cultural offerings
- cross-border measures to preserve and bring to life the shared cultural heritage and to promote a shared culture of remembrance
- cross-border measures to bring nature and the common natural heritage to life
- cross-border measures for linking and upgrading tourist route infrastructures, especially in cycling and water tourism
P4: A dialogue-oriented border region: cooperation between residents and institutions
- SO 4.1: Improving the institutional capacities of public authorities, in particular those responsible for managing a specific area, and of stakeholders (all fields of action)
- Promotion of cross-border cooperation and networking between local authorities and other stakeholders, with the aim of creating and implementing cross-border strategies, concepts, action plans and solutions for the further cross-border integration of the program area, including in particular
- legal-administrative solutions for cross-border public passenger transport
- legal-administrative solutions that enable the cross-border use of healthcare services
- Cooperation in the area of security, order and prevention to create permanent joint structures and networks
- Cross-border exchange of knowledge and experience and support for the transfer of best practice from other border regions on cross-border cooperation issues
- Networking of potential project sponsors in order to activate and use further European, national and regional funding policies and funding programs for cross-border cooperation
- Coordinated collection, processing and provision of information on all issues relating to cross-border everyday and economic life, including the cross-border labor market, as well as the development and introduction of information and advice services for different target groups (e.g. living, working and studying)
- Promotion of cross-border cooperation and networking between local authorities and other stakeholders, with the aim of creating and implementing cross-border strategies, concepts, action plans and solutions for the further cross-border integration of the program area, including in particular

Project Partnership
For projects implemented as part of a project partnership, at least one project partner must come from Brandenburg and one from Poland. At least one of them must receive funding as part of the project.
Partners can be legal entities as well as organizational units that are not legal entities but have legal capacity.
An organization participating in a project is considered a project partner only if its role in the partnership and in the project's activities is precisely and clearly defined. The composition of the partnership should be chosen according to the thematic scope and objective of the project.
Partners are both bodies that receive funding from the program (hereinafter referred to as beneficiaries) and bodies that participate in the project but do not receive funding (hereinafter referred to as associated partners).
A project partnership can consist of up to 10 beneficiaries.
Associated partners are usually important project participants whose involvement can improve project planning and implementation. They can help to sustain, consolidate and multiply the project results.
The program's projects are carried out according to the lead partner principle8 . This means that one partner must be named as lead partner in each project.
The following principles of cooperation apply:
- Joint development (mandatory)
- Joint implementation (mandatory)
- Joint personnel
- Joint financing
It is mandatory that the partners develop and implement the project jointly. The project partners must apply at least one of the other two principles.
A cross-border legal entity or EGTC may be the sole partner of an Interreg project, provided that its members include partners from at least Brandenburg and Poland. The sole partner must be registered in either Germany or Poland.

The funding application must be submitted online by the lead partner via the Jems platform.
The funding application is completed in Jems in the two program languages German and Polish. Both language versions must have the same content.

The formal requirements include an application consultation with the GS before the application for funding is submitted. The mandatory consultation takes place on the basis of:
- Before the call is published - project outline: Since an application in Jems can only be generated in the current call, a project outline is also possible in the case of a consultation before the start of the call. The project outline form to be completed for this purpose can be found in electronic form on the program's website.
- As part of the call - draft proposal in Jems: The preparation of a draft proposal (preliminary version) in Jems is mandatory in order to obtain advice from the GS.
