short description
This call for proposals has the objective of selecting three beneficiaries which will secure the involvement of young people as a horizontal priority in territorial cooperation within Cohesion Policy. The inclusion of young people in the consultations will help shaping the post 2027, to make sure that youth voices and needs are fully taken into consideration in the next programming period 2028-2034. The voices of young people will be a positive and valuable addition to the reflection on the next for territorial cooperation.
Call objectives
The action is related to the Youth involvement thematic, and the EU priority of bringing the EU closer to its citizens.
Expected effects and impacts
- Between 900 to 1000 young people (around 300 for each beneficiary) will be consulted across the EU and its immediate neighbors (the group of young people consulted must be a balanced group in terms of gender, place of origin, and age). Each applicant can propose a specific geographical coverage;
- Awareness about Interreg, MRS and Cohesion policy will be raised among and through young people;
- Through social media and communication tools, a wide pool of European citizens will be reached and informed about territorial cooperation in its various shapes;
- The 30 recommendations (10 for each beneficiary) will have a meaningful impact on the preparation of the post 2027 framework for territorial cooperation.
Expected results
The activities that can be funded are scoped to the main objective of consulting young people coming from, but not only, youth councils and other bodies working closely with the 4 EU macro-regional strategies. The results of the consultation will be collected in a final report including at least 10 meaningful recommendations for the post-2027 framework on territorial cooperation. To achieve this, the selected beneficiaries will be able to use the Toolkit developed by DG REGIO and publicly accessible on Inforegio, which contains advice and tips, as well as an indicative list of questions and a reporting template.
More precisely, the beneficiary will set up:
- A clear methodology on the consultation of young people
- How will young people be consulted/interviewed (online interviews, events, talks, surveys)
- • A clear communication strategy to reach out young people mainly via digital tools
- Social media used
- Budget allocated
- Development of a visual identity
- Definition of targets
- Translation in EU languages if needed
- A clear set of questions that will be asked to young people
- In cooperation with DG REGIO, the provider will establish a set of relevant questions – also based on the post 2027 toolkit mentioned above.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs))
- not be authorities in charge of the implementation of Cohesion policy within the meaning of Article 71 of the CPR Regulation 2021/1060.
- In addition application will be considered eligible only if the participants respect the following criteria:
- Have a transnational/pan-European nature;
- Have a mandate to work with/for young people (statutes, mission statement, etc).

Specific cases
Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible, if the granting authority considers their participation essential for the implementation of the action.
Natural persons — Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations — International organisations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’. Please note that if the action will be implemented by the members, they should also participate (either as beneficiaries or as affiliated entities, otherwise their costs will NOT be eligible).
Countries currently negotiating association agreements — Beneficiaries from countries with ongoing negotiations for participating in the programme (see list of participating countries above) may participate in the call and can sign grants if the negotiations are concluded before grant signature and if the association covers the call (i.e. is retroactive and covers both the part of the programme and the year when the call was launched).

Proposals must be submitted electronically via the Funding & Tenders Portal Electronic Submission System (accessible via the Topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.

Proposals must be complete and contain all the requested information and all required annexes and supporting documents:
- Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
- Application Form Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded)
- Mandatory annexes and supporting documents (templates available to be downloaded from the Portal Submission System, completed, assembled and re-uploaded):

Proposals are limited to maximum 70 pages (Part B).
