short description
The objective of this action is to enhance girls’ and women’s involvement in ICT, hence advancing on the DDPP target of employing 20 million ICT specialists in the Union by 2030 as well as on the ‘Women in Digital Declaration’ goal of equality in tech.
Call objectives
More specifically, the call aims at:
- Identifying the main obstacles girls and women encounter when choosing educational and professional pathways in ICT;
- Showcasing practical, effective, and feasible actions to boost their representation in the digital sector; and
- Creating a network of expertise and a community of stakeholders, so the Commission stays informed about effective best practice to encourage and support female participation in ICT across Europe.
Expected effects and impacts
The project will:
- Create an overview of national actions, i.e., a systematic and structured review of national and regional/local strategies, measures, national roadmaps as well as initiatives to implement the various objectives of the ‘Women in Digital Declaration’ in the Member States and achieve relevant Digital Decade targets. The overview will also have to include a yearly, up-to-date ‘Women in Digital Index and Scoreboard’.
- Establish a forum, i.e., a platform, where the network of expertise and community of stakeholders presented above can interact and bring gender convergence to the fore.
- Generate a report, which will identify the most significant and common obstacles faced by girls and women when choosing/following a career in ICT. It will also highlight practical, effective, and feasible actions to increase the number of girls and women in the ICT sector. Furthermore, the report will present the EU in a global comparison, documenting best practices and success factors of EU and non-EU countries with high(er) numbers of girls and women in ICT education and professions.
Through this project, the Commission aims to enhance its understanding of the factors contributing to the existing gender imbalance in ICT and to identify effective measures that can bring about positive change in the current status quo.

Expected results
The selected project will:
- Monitor the progress by Member States in implementing the ‘Women in Digital Declaration’ and achieving relevant Digital Decade targets. Emphasis will lie on identifying and analysing best practices and promising initiatives that positively contribute to achieving the various declaration goals.
- Establish a network of expertise and a community of stakeholders.
- Identify relevant contacts, including in academia and research centres, non-governmental organisations (NGOs) and civil society organisations across the EU, working on and towards increasing girls’ and women’s participation in ICT. Connections with key figures in international entities and in the Member States will also be established to promote collaboration and exchanges. The resulting group will be diverse and dynamic.
- The group will be based on an agile structure, adaptable to change, sustainable in the longer-term and prone to innovation. It will mobilise knowledge and resources and foster effective cooperation and communication—both internally and externally with relevant actors—with the aim of increasing the number of girls and women studying and/or working in ICT. It will also ensure that the European Commission remains well-informed about effective best practices to boost girls’ and women’s participation in ICT.
- Analyse the gender gap within ICT, educationally and professionally. This involves:
- collecting relevant information across the Union, identifying and documenting (i) factors that deter girls and women from pursuing ICT studies and careers; (ii) effective measures to address the gender gap in the sector, and (iii) best practices to enhance female participation and retention in ICT;
- comparing the EU’s situation with relevant non-EU countries. Focus will lie on nations that are either economically relevant or that (already) have a high(er) share of girls and women in ICT.
- Provide a set of recommendations for actions and activities to effectively combat the EU’s gender imbalance in ICT. The recommendations will be well documented, i.e., clear in terms of description; relevant and feasible in terms of content; ethical, collaborative, adaptable, measurable and sustainable in terms of implementation and impact.
As to financial support to third parties, it can be used for activities related to:
- Monitoring Member States’ progress in implementing the ‘Women in Digital Declaration’;
- Engaging – not building – the established network of expertise and community of stakeholders; and
- Analysing the gender gap within ICT.

Proposals must be submitted by a consortium of minimum 3 independent applicants (beneficiaries; not affiliated entities) from 3 different eligible countries.
To be eligible for funding, applicants must be:
- legal entities (public or private bodies)
- established in one of the eligible countries:
- EU Member States (including overseas countries and territories (OCTs))
- EEA countries (Norway, Iceland, Liechtenstein)
- other countries associated to the Digital Europe Programme (list of participating countries)
Specific cases:
Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legal personality separate from that of the natural person).
International organisations — International organisations are not eligible, unless they are International organisations of European Interest within the meaning of Article 2 of the Digital Europe Regulation (i.e. international organisations the majority of whose members are Member States or whose headquarters are in a Member State).
EU bodies — EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guarantees for the protection of the EU financial interests equivalent to that offered by legal persons.
Associations and interest groupings — Entities composed of members may participate as ‘sole beneficiaries’ or ‘beneficiaries without legal personality’.

Projects involving EU classified information must undergo security scrutiny to authorise funding and may be made subject to specific security rules (detailed in a security aspects letter (SAL) which is annexed to the Grant Agreement).
Financial support to third parties is allowed for grants or similar forms of support under the following conditions:
- the calls must be open, published widely and conform to EU standards concerning transparency, equal treatment, conflict of interest and confidentiality
- the calls must be published on the Funding & Tenders Portal, and on the participants’ websites
- the calls must remain open for at least two months
- if call deadlines are changed this must immediately be published on the Portal and all registered applicants must be informed of the change
- the outcome of the call must be published on the participants’ websites, including a description of the selected projects, award dates, project durations, and final recipient legal names and countries
- the calls must have a clear European dimension.
- Your project application must clearly specify why financial support to third parties is needed, how it will be managed and provide a list of the different types of activities for which a third party may receive financial support. The proposal must also clearly describe the results to be obtained.
