  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion. It also deals with cooperations between universities, health care facilities, schools and sports organisations, as well as with management and capacity building.

    Soil and air quality: Projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Water management projects about management and distribution of drinking water, integrated sustainable water management, monitoring systems for water supply and improving drinking water quality; also water treatment (wastewater), in particular, innovative technologies to improve wastewater, treatments in the purification of industrial and domestic wastewater and water reuse policies. Waterways, lakes and rivers: This deals with any topics on waterways, lakes and rivers, from improving water quality, protecting and developing of ecosystems or sustainable wetland management.

    Activities that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)
    • regional planning and development, such as the implementation of regional development policies/instruments and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and marine protected area management.

Capacity-building in the field of youth projects are international cooperation projects based on multilateral partnerships between organisations active in the field of youth in the EU and countries associated to the Programme, on the one hand, and in third countries not associated to the Programme, on the other hand. For the latter, this action targets exclusively countries in Region 1 (Western Balkans), Region 2 (Eastern Partnership) and Region 3 (Southern Mediterranean). Projects aim at supporting international cooperation in the field of youth and non-formal learning, as a driver of sustainable socio-economic development and well-being among youth organisations and young people.

Call objectives

The action targets organisations active in the field of youth and aims at:

  • raising the capacity of organisations working with young people outside formal learning;
  • promoting non-formal learning activities in the eligible third countries not associated to the Programme, especially in organisations that target young people with fewer opportunities, and foster the participation of young people in all their diversity, with a view to improving their level of competences and opportunities to act, thus enabling them to ensure the active participation of young people in society.
  • supporting the development of youth work in the eligible third countries not associated to the Programme, improving its quality and recognition;
  • fostering the development, testing and launching of schemes and programmes allowing organisations to enhance non-formal learning mobility in the eligible third countries not associated to the Programme;
  • supporting organisations in the eligible third countries not associated to the Programme to contribute to the implementation of the EU Youth Strategy (2019-2027) including the 11 European Youth goals, the European Youth Work Agenda, the Youth Action Plan in the EU External Action (2022-2027) and to the follow-up of the European Year of Skills launched in 2023;
  • fostering cooperation between youth organisations across different regions of the world through joint initiatives;
  • fostering participation of smaller organisations, as well as organisations from remote areas and smaller localities
  • enhancing synergies and complementarities of youth organisations working with young people outside formal learning with formal education systems and/or the labour market.

Expected effects and impacts

The granted projects should demonstrate their expected impact by improving the capacity of youth organisations, particularly in eligible third countries not associated to the Programme to:

  • contribute to the ‘Engage-Connect-Empower’ priorities of the EU Youth Strategy 2019-2027 and the European Youth Work Agenda.
  • building on outcomes of the European Youth Goals, the Youth Dialogue and other youth projects;
  • improve the involvement of young people in democratic life, in terms of active citizenship and engagement with decision-makers (empowerment, new skills, involvement of young people in project design, etc.), in particular in the eligible third countries not associated to the Programme;
  • improve the entrepreneurial and innovative capacities of young people in eligible third countries not associated to the Programme;
  • work transnationally while ensuring inclusiveness, solidarity and sustainability;
  • promote and contribute to transnational learning and cooperation between young people and decision makers, in particular in the eligible third countries not associated to the Programme;
  • upscale existing practices and outreach beyond the partnership, including making good use of digital means to stay connected under all circumstances even in situations of remoteness, isolation or confinement;
  • link their results to local communities, creating job opportunities and nurturing innovative ideas that could be replicated and scaled up in other settings in third countries not associated to the Programme;
  • demonstrate inclusion and accessibility of target groups with fewer opportunities and individuals in third countries not associated to the Programme;
  • develop new tools and non-formal learning methods, especially those promoting the acquisition/improvement of competences, including media literacy skills innovative practices, in particular in the eligible third countries not associated to the Programme;
  • disseminate their results in an effective and attractive way among young people involved in youth organisations.

Expected results

Proposals should focus on supporting youth organisations working with young people outside formal learning in one or more of the following thematic areas:

  • political participation, civic engagement and dialogue with decision-makers;
  • inclusion of young people with fewer opportunities;
  • democracy, rule of law and values, youth leadership;
  • empowerment / engagement / employability of young people ;
  • peace and post-conflict reconciliation;
  • environment and climate;
  • anti-discrimination and gender equality;
  • digital and entrepreneurial skills.

The activities proposed must be directly linked to the general and specific objectives of the action, i.e. they must correspond to one or more of the thematic areas listed above and they must be detailed in a project  description covering the entire implementation period. Importantly, in the context of this international action, project activities must focus on building and strengthening the capacities of youth organisations, so that they are better equipped to support young people principally in the third countries not associated to the Programme covered by the action.

Funded projects will be able to integrate a wide range of cooperation, exchange, communication and other activities of youth organisations working with young people outside formal learning that:

  • contribute to encouraging policy dialogue, cooperation, networking and exchanges of practices;
  • promote strategic cooperation between youth organisations on the one hand and public authorities, particularly in eligible third countries not associated to the Programme;
  • promote the cooperation between youth organisations and organisations active in the education and training fields as well as with organisations active on the labour market;
  • raise the capacities of youth councils, youth platforms and local, regional and national authorities dealing with youth, in particular in eligible third countries not associated to the Programme;
  • enhance the management, governance, innovation capacity, leadership and internationalisation of youth organisations, particularly in eligible third countries not associated to the Programme
  • support the development by youth organisations, particularly in eligible third countries not associated to the Programme, of information and awareness campaigns, as well as the development of information, communication and media tools;
  • help youth organisations, particularly in eligible third countries not associated to the Programme, to develop youth work methods, tools and materials, including encouraging initiatives of co-creation and co-design of projects, allowing participatory project creation;
  • help youth organisations, particularly in eligible third countries not associated to the Programme, to create new forms of delivering youth work and providing training and support; facilitate non-formal learning mobility.

Proposals must be submitted by a consortium of at least 4 applicants (beneficiaries, not affiliated entities), which complies with the following conditions:

  • minimum 1 legal entity from an EU Member State or third country associated to the Programme;
  • minimum 2 legal entities from 2 different eligible third countries not associated to the Programme belonging to the same eligible Region mentioned above in “Who can apply”.
    • Organisations from different eligible regions cannot participate in the same projects. Cross-regional projects are not eligible.
  • Affiliated entities and associated partners do not count for the consortium composition.

Activities must take place in the countries of the applicant organisations (coordinator, beneficiaries and affiliated entities if any). In duly justified cases, activities can also take place in other eligible countries of this action.

In order to be eligible, the applicants (beneficiaries and affiliated entities, if applicable) must be:

  • legal entities:
    • NGOs (including European Youth NGOs and national Youth Councils) working in the field of Youth;
    • public authorities at local, regional or national level;
    • Public or private companies (small, medium or large enterprise (including social enterprises) may also participate but not as coordinator.
  • legally established in an EU Member State or third country associated to the Programme, or in third countries not associated to the Programme from regions 1 (Western Balkans), Region 2 (Neighbourhood East) or Region 3 (South Mediterranean countries). Please see section "Eligible Countries" in Part A of Programme Guide.
Funding rules:
  • The grant will be a lump-sum grant.
  • Financial support to third parties in the form of grants or prizes is not allowed.
  • Volunteers’ costs are not allowed.

Applications must be submitted to the European Education and Culture Executive Agency (EACEA).

Each applicant must be registered as follows:

  • For actions managed by the Executive Agency, applicants, affiliated entities and associated partners must register in the Funding & tender opportunities portal (FTOP) and receive a Participant Identification Code (PIC). Organisations/groups that have already obtained a PIC through their participation in other EU programmes do not need to register again. The PIC obtained from this previous registration is valid also for applying under Erasmus+;
  • For actions managed by National Agencies, applicants must if not already done, register through the Organisation Registration system https://webgate.ec.europa.eu/erasmus-esc for Erasmus+ and European Solidarity Corps and receive an Organisation ID.

Applications must be complete containing all parts and mandatory annexes. Only clerical errors can be corrected after the submission deadline upon request of the managing agency for duly justified cases.

For actions managed by the Executive Agency, applications must be submitted electronically via the Funding & Tenders Portal Electronic Submission System: https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen/home. Applications (including annexes and supporting documents) must be submitted using the forms provided in the Submission System.

Proposals must be complete and contain all the requested information and all required annexes and supportingdocuments:

  • Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online)
  • Application Form Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded)
  • Part C (to be filled in directly online, if any) containing additional project data

Applications (Part B) are limited to 40 pages for calls for low value grants (EUR 60 000 or below); 120 pages for calls with high value grants ( EUR 4 000 000) and 70 for all other calls. Evaluators will not consider any additional pages.

For actions managed by the Erasmus+ National Agencies, applications must be submitted electronically via the forms available in the Erasmus+ website and the websites of the Erasmus+ National Agencies.
