    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion.     Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Water management projects about management and distribution of drinking water, integrated sustainable water management, monitoring systems for water supply and improving drinking water quality; also water treatment (wastewater), in particular, innovative technologies to improve wastewater, treatments in the purification of industrial and domestic wastewater and water reuse policies. Waterways, lakes and rivers: This deals with any topics on waterways, lakes and rivers, from improving water quality, protecting and developing of ecosystems or sustainable wetland management.

    Activities that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)
    • regional planning and development, such as the implementation of regional development policies/instruments and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and marine protected area management.

The Interreg IPA Programme Romania-Serbia focuses on socio-economic development, mobility, energy, natural and cultural resources and risks of environmental catastrophes.

The Programme developed the following priorities and specific objectives:

  • P1: Environmental protection and risk management
    • SO 1.1: enhancing protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution
    • SO 1.2: promoting renewable energy in accordance with Directive (EU) 2018/2001, including the sustainability criteria set out therein
    • SO 1.3: promoting energy efficiency and reducing greenhouse gas emissions
    • SO 1.4: promoting climate change adaptation and disaster risk prevention and resilience, taking into account eco-system based approaches
  • P2: Social and economic development
    • SO 2.1: improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and on-line education and training

Expected results

The following types of actions are suggested:

SO 1.1: enhancing protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution

  • Investments in the field of natural resources, ecosystems and biodiversity, including technologies for environmental protection;
  • Investments in protection of landscapes and implementation of measures to conserve and restore ecosystems, biodiversity, forestry and to protect wildlife;
  • Development and implementation of conservation and protection measures of Natura 2000 sites on the Romanian side and equivalent natural protected areas on the Serbian side;
  • Implementation of measures for reducing pollution and raising awareness (e.g. waste prevention, collection and treatment, sorting and 5R measures);
  • Investments in activities dedicated to the control of pollution and rehabilitation of rivers and brownfields;
  • Investments in activities dedicated to rehabilitation of industrial sites and contaminated land, support to the closure and rehabilitation of substandard and illegal landfill sites;
  • Investments in measures improving air quality, air quality monitoring (e.g.: air quality monitoring networks) and noise reduction measures;
  • Investments in green infrastructure mainly in urban areas (e.g. storm-water management, sustainable urban drainage systems (SUSDS), green streets, green roofs, permeable/porous paving, urban forests, natural cooling of buildings, subsurface detention, cisterns and rain barrels and blue and/or green infrastructure);
  • Expanding green infrastructure that connects habitats, strengthens ecological corridors and protected sites, reducing landscape fragmentation and ensuring their recreational potential;
  • Joint strategies and action plans tackling the issue of pollution, nature protection and biodiversity protection;
  • Testing of new tools, instruments, experiments, transfer of solutions between relevant stakeholders and increasing the cross-border cooperation in the field of biodiversity, nature protection, green infrastructure and reducing pollution.

SO 1.2: promoting renewable energy in accordance with Directive (EU) 2018/2001, including the sustainability criteria set out therein

  • Solutions developed through joint “pilot actions” in renewable energy (e.g. wind, solar, geothermal).

SO 1.3: promoting energy efficiency and reducing greenhouse gas emissions

  • Investments in energy efficiency measures regarding public infrastructure;
  • Promotion of energy efficiency and resource efficiency measures;
  • Demonstration projects and initiatives for reducing emissions of green-house gas and air pollutants;
  • Investment in supporting measures for reducing emissions of green-house gas and air pollutants.
SO 1.4: promoting climate change adaptation and disaster risk prevention and resilience, taking into account eco-system based approaches
  • Restoration of natural areas (e.g. forests, river banks) to prevent floods and land-slides;
  • Development and implementation of measures such as restoration of Natura 2000 sites on the Romanian side and equivalent natural protected areas on the Serbian side, in relation to climate change impact;
  • Afforestation and reforestation (e.g. protection forests) of the areas vulnerable to floods and land-slides;
  • Development and implementation of measures and ecosystem-based approaches related to adaptation to climate change;
  • Development and implementation of measures in relation to climate change mitigation solutions;
  • Measures related to prevention and management of climate related risks, like: fires, storms, drought;
  • Risk prevention and management of non-climate related natural risks (i.e. earthquakes) and risks linked to human activities (e.g. technological accidents), civil protection and disaster management systems and infrastructures;
  • Development and implementation of awareness measures and training products in the field of environment and emergency preparedness, including for children/ youth to respond to emergency situations;
  • Implementing joint works for flood prevention on Danube River, its tributary rivers and Danube basin, preferably with nature-based solutions;
  • Joint strategies and action plans for preventing natural risks and for enhancing climate change adaptation;
  • Development and implementation of awareness measures in the field of climate change;

SO 2.1: improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and on-line education and training

  • Elaboration of working procedures, joint platforms, joint events for online education and training;
  • Measures for developing highly technical skills and competences;
  • Joint measures for improving the link between the labour market and the education and training system;
  • Exchange of best practice or guidelines in the field of improving access to and the quality of education, training and lifelong learning across borders;
  • Development and implementation of joint actions to support adaptation of youth to market needs (e.g. digital skills);
  • Development and implementation of measures to ensure social inclusion and social innovation, as well as support for green and digital re-skilling and up-skilling;
  • Development and implementation of measures to support the creation of resilient and sustainable jobs and the employment of people with vulnerable background;
  • Investments in endowment of educational and training facilities;
  • Investments in joint IT solutions that will facilitate on-line education and training;
  • Investments in infrastructure and services for training, including technical and vocational and life-long learning.

SO 2.2: ensuring equal access to health care and fostering resilience of health systems, including primary care, and promoting the transition from institutional to family-based and community-based care

  • Development and implementation of actions to support digitalization in healthcare and health mobile assets;
  • Development and implementation of measures to improve accessibility effectiveness and resilience of healthcare systems and long-term care services across borders;
  • Investments in building/renovation/endowment of healthcare facilities (including laboratories);
  • Purchase of high-tech equipment for supporting telemedicine services;
  • Investments in improving healthcare and long-term care services for the elderly, through home care and community based care services;
  • Elaboration of joint working procedures, joint platforms, joint strategies for tackling cross-border medical threats;
  • Know-how exchange and capacity building activities (joint trainings, conferences, workshops).

SO 2.3: enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation

  • Development and implementation of measures to develop and promote sustainable tourism assets and services, ensuring social inclusion and social innovation;
  • Development and implementation of measures to protect, develop and promote natural heritage and eco-tourism, health tourism, business tourism, sport/ cyclo/ hiking-tourism;
  • Development and implementation of measures to protect, develop and promote cultural heritage and cultural services;
  • Investments in physical regeneration of cultural and touristic objectives, in the scope of their inclusion in the touristic and/ or cultural circuit;
  • Joint actions in the field of development of sustainable touristic and cultural services.

SO: enhance the institutional capacity of public authorities, in particular those mandated to manage a specific territory, and of stakeholders

  • Development and implementation of measures for strengthening of institutional capacities for improvement of services in the field of border management;
  • Sharing experiences, guidelines and procedures for improving assessment, prevention, preparedness and response in case of pandemics and emerging infectious diseases;
  • Joint trainings of border police personnel, as well as exchange of best practices and know-how on specific areas of activity;
  • Developing common policies and strategies in the field of border management;
  • Investments in infrastructure and equipment for effective border surveillance, control and migration management;
  • Development and implementation of innovative solutions that utilize state-of-the-art technologies and large-scale IT systems to improve interoperability, security, convenience, waiting times and cost-effectiveness;
  • Development and implementation of measures to reduce vulnerability of the border and guarantee safe, secure and well-functioning border management.

All projects must have at least one partner on the other side of the border, which must fulfill the eligibility criteria. 

The maximum number of partners in one operation is 5. 

Partnerships not involving strong commitment and contributions from the part of all partners shall be rejected. Partners shall cooperate in the development, implementation and financing of the Interreg operations. Project partners can also cooperate in staffing, if needed.
