To qualify as an SME for EU funding, an enterprise must meet certain conditions, including (a) fewer than 250 employees and (b) an annual turnover not exceeding EUR 50 million and/or an annual balance sheet total not exceeding EUR 43 million. These ceilings apply only to the figures for individual companies.

It includes promoting multilevel, transnational, and cross-border governance by designing and testing effective structures and mechanisms, as well as encouraging collaboration between public institutions on various themes. 

    Innovation capacity and awareness are also key, with actions aimed at increasing the ability of individuals and organizations to adopt and apply innovative practices. This involves empowering innovation networks and stimulating innovation across different sectors. 

    Institutional cooperation and network-building play a crucial role, supporting long-term partnerships to improve administrative processes, share regional knowledge, and promote intercultural understanding. This also includes cooperation between universities, healthcare facilities, schools, sports organizations, and efforts in management and capacity building. 

    This topic focuses on strengthening the agricultural, forestry, and fisheries sectors while ensuring sustainable development and environmental protection. It covers agricultural products (e.g., fruits, meat, olives), organic farming, horticulture, and innovative approaches to sustainable agriculture. It also addresses forest management, wood products, and the promotion of biodiversity and climate resilience in forestry practices.

    In the food sector, the focus lies on developing sustainable and resilient food chains, promoting organic food production, enhancing seafood products, and ensuring food security and safety. Projects also target the development of the agro-food industry, including innovative methods for production, processing, and distribution.

    Fisheries and animal management are essential aspects, with an emphasis on sustainable fishery practices, aquaculture, and animal health and welfare. This also includes efforts to promote responsible fishing, marine conservation, and the development of efficient resource management systems.

    Soil and air quality initiatives play a crucial role in environmental protection and public health. This includes projects aimed at combating soil and air pollution, implementing pollution management systems, and preventing soil erosion. Additionally, innovative approaches to improving air quality—both outdoors and indoors—are supported, alongside advancing knowledge and best practices in soil and air management.

    This topic focuses on protecting the environment, promoting biodiversity, and addressing the challenges of climate change and resource management. It includes efforts to mitigate and adapt to climate change, develop low-carbon technologies, and reduce GHG emissions. Biodiversity promotion and natural protection are key aspects. 

    It also covers improving soil and air quality by reducing pollution, managing contamination, preventing soil erosion, and enhancing air quality both outdoors and indoors. Water management plays an essential role, including sustainable water distribution, monitoring systems, innovative wastewater treatment technologies, and water reuse policies.     This topic focuses on preserving, promoting, and enhancing cultural and natural heritage in a sustainable way. It includes efforts to increase the attractiveness of cultural and natural sites through preservation, valorisation, and the development of heritage objects, services, and products. Cultural heritage management, arts, and culture play a key role, including maritime heritage routes, access to cultural sites, and cultural services like festivals, concerts, and art workshops. 

    Tourism development is also central, with actions aimed at promoting natural assets, protecting and developing natural heritage, and increasing touristic appeal through the better use of cultural, natural, and historical heritage. It also covers the improvement of tourist services and products, the creation of ecotourism models, and the development of sustainable tourism strategies. 

    This topic focuses on the sustainable management, protection, and valorisation of natural resources and areas, such as habitats, geo parks, and protected zones. It also includes preserving and enhancing cultural and natural heritage, landscapes, and protecting marine environments. 

    Circular economy initiatives play a key role, with actions aimed at innovative waste management, ecological treatment techniques, and advanced recycling systems. Projects may focus on improving recycling technologies, organic waste recovery, and establishing repair and re-use networks. Additionally, pollution prevention and control efforts address ecological economy practices, marine litter reduction, and sustainable resource use. 

    This topic covers labour market development and employment, focusing on creating job opportunities, optimizing existing jobs, and addressing academic (un)employment and job mobility. It also includes attracting a skilled workforce and improving working conditions for various groups. 

    Strengthening small and medium-sized enterprises (SMEs) and boosting entrepreneurship are key priorities. This includes enhancing SME capacities, supporting social entrepreneurship, and promoting innovative business models. Activities may focus on creating advisory systems for start-ups, spin-offs, and incubators, fostering business networks, and improving the competitiveness of SMEs through knowledge and technology transfer, digital transformation, and sustainable business practices. 

    This topic focuses on fostering community integration and strengthening a common identity by promoting social cohesion, positive relations, and the development of shared spaces and services. It supports initiatives that enhance intercultural understanding and cooperation between different societal groups. 

    Demographic change and migration address key societal challenges, such as an aging population, active aging, and silver economy strategies. It also includes adapting public services and infrastructure to demographic shifts, tackling social and spatial segregation, and addressing brain drain. Migration-related actions cover policy development, strategic planning, and the integration of migrants to create inclusive and resilient communities. 

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    This topic focuses on enhancing education, training, and opportunities for children, youth, and adults. It covers the expansion of educational access, reduction of barriers to education, and improvement of higher education and lifelong learning. It also includes vocational education, common learning programs, and initiatives supporting labour mobility and educational networks. Additionally, it addresses the promotion of media literacy, digital learning tools, and the development of innovative educational approaches to strengthen knowledge, skills, and societal participation. 

    This topic emphasizes the role of culture and media in education and social development. It supports initiatives that foster creativity, cultural awareness, and artistic expression among children and youth. Activities include promoting cross-border cooperation in the audiovisual sector, enhancing digital content creation skills, and boosting the distribution of educational and cultural media products. Furthermore, it encourages the development of media literacy initiatives, helping young audiences critically engage with digital and media content. By connecting education, creativity, and media, this topic strengthens cultural identity and supports inclusive, knowledge-based societies. 

    This topic covers actions aimed at improving energy efficiency and promoting the use of renewable energy sources. It includes energy management, energy-saving methods, and evaluating energy efficiency measures. Projects may focus on the energy rehabilitation and efficiency of buildings and public infrastructure, as well as promoting energy efficiency through cooperation among experienced firms, institutions, and local administrations. 

    In the field of renewable energy, this encompasses the development and expansion of wind, solar, biomass, hydroelectric, geothermal, and other sustainable energy sources. Activities include increasing renewable energy production, enhancing research capacities, and developing innovative technologies for energy storage and management. Projects may also address sustainable regional bioenergy policies, financial instruments for renewable energy investments, and the establishment of cooperative frameworks for advancing renewable energy initiatives. 

    This topic focuses on promoting equal rights and strengthening social inclusion, particularly for marginalized and vulnerable groups. It covers activities enhancing the capacity and participation of children, young people, women, elderly people, and socially excluded groups. Activities can address the creation of inclusive infrastructure, improving access and opportunities for people with disabilities, and fostering social cohesion through innovative care services. It also includes initiatives supporting victims of gender-based violence, promoting human rights, and developing policies and tools for social integration and equal participation in society. 

    This area focuses on improving health and social services, enhancing accessibility and efficiency for diverse groups such as the elderly, children, and people with disabilities. It includes the development of new healthcare models, innovative medical diagnostics and treatments (e.g., dementia, cancer, diabetes), and the management of hospitals and care facilities. Additionally, activities addressing rare diseases, promoting overall wellbeing, and fostering preventive health measures fall under this theme. It also covers sports promotion, encouraging physical activity as a means to improve public health and social inclusion. 

    This area focuses on strengthening justice, safety, and security through cross-border cooperation and institutional capacity-building. It includes initiatives aimed at improving the efficiency and effectiveness of police, fire, and rescue services, enhancing civil protection systems, and rapid response capabilities for emergencies like chemical, biological, radiological, and nuclear incidents.     This area focuses on the development and improvement of transport and mobility systems, covering all modes of transport, including urban mobility and public transportation. Actions aiming at improving transport connections through traffic and transport planning, rehabilitation and modernisation of infrastructure, better connectivity, and enhanced accessibility. Projects promoting multimodal transport and logistics, optimising intermodal transport chains, offering sustainable and efficient logistics solutions, and developing multimodal mobility strategies. Also, initiatives establishing cooperation among logistic centres and providing access to clean, efficient, and multimodal transport corridors and hubs. 

    Activities focusing on the sustainable development and strategic planning of urban, regional, and rural areas. This includes urban development such as city planning, urban renewal, and strengthening urban-rural links through climate adaptation, sustainable mobility, water efficiency, participatory processes, smart cities, and the regeneration of public urban spaces. Regional planning and development cover the implementation of regional policies and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and the efficient management of marine protected areas. Rural and peripheral development addresses the challenges of remote and sparsely populated areas by fostering rural community development, enhancing rural economies, improving access to remote regions, and promoting tailored policies for rural sustainability and growth.

Expected results

The following measures are proposed in the program (non-exhaustive list):

  • SO 1.1: Development and expansion of research and innovation capacities and the introduction of advanced technologies
    • The specific objective aims to make further contributions to strengthening R&D activities, growth and even better use of research results in the program region through targeted innovations. Furthermore, the competencies and strengths as well as the (existing) innovation and research capacities are to be used increasingly across borders and thus more efficiently and synergies are to be developed. The concept of innovation is understood broadly: it can involve product and process innovations as well as social innovations. An application-oriented approach (with the involvement of companies) is important here - especially for research activities; basic research is not funded in the Interreg program.
    • Thematically, the priority is also largely open, although there is a particular focus on the common strength positions of the program area:
      • Maritime economy
      • Life science and welfare technologies
      • Food industry
      • Digital economy
      • Robotics and automation
    • The only exceptions are the topics of energy, climate change and circular economy, as these - including the respective innovation, development and implementation process - are covered in the priority "A green region".

  • SO 2.1: Development of smart energy systems, grids and storage systems outside the trans-European energy network (TEN-E)
    • This specific objective supports projects that contribute to the development and establishment of intelligent energy systems, grids and storage systems in order to ensure a stable energy supply in the program region in the future.
    • A pioneering role in the field of renewable energies has already been developed in the German-Danish program region. The program partners pursue similar objectives with regard to reducing CO2 emissions and the use of fossil fuels, and there is a common interest in promoting renewable energies. Fossil fuels are to be increasingly replaced by renewable energies not only in the electricity sector, but also in the heating, cooling and transport sectors.
    • In addition, the German-Danish region has developed a leading international role in the field of power electronics in recent years. This must be maintained and expanded.
  • SO 2.2: Promoting adaptation to climate change and disaster prevention and resilience, taking into account ecosystem-based approaches
    • Within this specific objective, joint cross-border and needs-oriented solutions for the challenges of climate change are to be developed at and for the regional and municipal level in order to develop the German-Danish region into a climate-resilient region.
    • To this end, specific regional needs and barriers to adaptation to climate change are to be jointly identified, solutions developed and recommendations for policy-makers and regional and local administrations derived. This also includes raising political awareness of this issue and measures to provide citizens with well-founded information about climate change and its effects on the program region. However, the overall approach of the program can only be to promote "soft" cooperation, which can nevertheless serve as preparatory measures for investment and infrastructure projects.
  • SO 2.3: Promoting the transition to a resource-efficient circular economy
    • Although the program region is a technologically highly developed area compared to other European regions, economic production with regard to waste prevention is not yet satisfactory and does not provide a sufficient starting point for a green transition. Therefore, there is a need in cross-border cooperation to find new joint solutions, both within the individual value chains and at a higher level, i.e. in planning and within the system. In this specific objective, cross-border solutions as well as models and demonstrations are therefore to be developed in order to design planning and product design in such a way that materials and resources can be kept in the cycle for as long as possible, or to identify materials and resources to prevent waste production from the outset. All solutions should have a positive impact on value creation and competitiveness and reduce waste volumes in the long term. The program's approach includes all economic sectors.

  • SO 3.1: Improving equal access to inclusive and quality education, training and lifelong learning services by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training
    • This specific objective is designed to counteract the shortage of skilled workers in the region by facilitating access to education and training through innovative and high-quality offers for different educational courses and improving opportunities for cross-border recognized qualifications. Further education and lifelong learning are of crucial importance for individual citizens in the region as well as for the labor market and the development of society in the program region. Therefore, new cross-border solutions and offers for education, training and further education are to be developed that support the interest of companies, employees and other relevant target groups (young people) in a cross-border labor market. In a border region, particular importance is attached to the teaching of skills in the respective neighboring language as well as the teaching of social, intercultural and democratic skills.
  • SO 3.2: Strengthening the role of culture and sustainable tourism for economic development, social inclusion and social innovation
    • Under this specific objective, projects should contribute to increasing the visibility of the program region as an attractive place to visit, live, study, work and invest. This is to be achieved, among other things, by strengthening and further developing shared culture (including the creative industries) and sustainable cultural and nature tourism in the region.
    • A central point here is the development of the culture and tourism sector in the wake of COVID-19, which requires a restructuring and rethinking of the entire sector in order to ensure the long-term socio-economic resilience of both sectors, in which sustainability is a special element.
    • Cross-border cooperation should be the driving force of the cultural and tourism sector in the program region, so that the common nature and cultural potential of the region are exploited. Sustainable and innovative offers should strengthen the attractiveness and cohesion between citizens.

  • SO 4.1: Improving the efficiency of public administration bodies by promoting their cooperation in the fields of law and administration and cooperation between citizens on the one hand and institutions on the other, with the aim of removing legal and other obstacles in border regions
    • Cross-border cooperation in the programme region is characterized by a large number of stakeholders who cooperate with each other at different levels, in different thematic areas and at different levels. However, the further anchoring of many well-established cooperations could still be significantly improved, for example through corresponding commitment and implementation in the institutions' own strategies as well as the provision of resources. Overall, cooperation in some areas is not yet sufficiently developed and great potential for cross-border added value remains untapped. In addition, there are further obstacles to closer cooperation, particularly at a legal or administrative level, which influence or even prevent cooperation. In this specific objective, established topics are therefore to be further developed and new topics identified in order to extend strategic German-Danish cooperation to other topics that are distinct from the pure implementation of the Interreg program. These topics also include the (further) development of a joint labor market.
  • SO 4.2: Creating mutual trust, especially through incentives for people-to-people activities
    • An important framework condition for cross-border cooperation and cohesion in the German-Danish area is mutual trust as well as understanding and recognition of each other's culture, language, values and attitudes. Trust between citizens on both sides of the border can only grow through concrete experiences. Therefore, this specific objective should contribute to strengthening mutual trust between the citizens of the program region. This must be achieved in particular through initiatives that promote international understanding and strengthen intercultural understanding among citizens. This means, among other things, that citizens' knowledge of German and Danish lifestyles, culture and shared history is expanded across the border. This also includes improving the conditions for learning Danish and German.
    • The expectation is that citizen encounters will create an ever greater public awareness of the importance of intercultural differences and their potential to make the program region special.

Each project requires at least one partner from Germany and one partner from Denmark.

The following applies to all partners: project partners on the German and Danish side can receive funding. Different national legislation applies in some cases.

Project partners must always be

  • be a legal entity under public or private law (or in Germany also: OHG, KG)
  • have the technical, financial and organizational prerequisites for carrying out the project
  • be located within the program area

Requirements for partners outside the program region:

  • No project partners can be found within the programme region who are able and willing to implement the activities OR
  • The project partner outside the program region is strategically necessary for the successful implementation of the project results.

Who is not eligible for funding?

  • Private individuals
  • Political parties
  • Sole traders (e.K. in Germany, enkeltmandsvirksomheder in Denmark)
  • GbR (Germany)

The project partners must appoint a lead partner within their project partnership.

The following requirements apply to lead partners in addition to the requirements for each project partner due to the special responsibility and additional resources required:

  • legal entities under public law OR
  • legal entities under private law, provided that they (laid down in a statute, for example)
    • are predominantly financed or controlled under public law and
    • predominantly perform tasks in the public interest OR
    • are non-profit organizations that perform tasks of a non-commercial nature in the public interest. The lead partner must be based in the programme area (Chapter 10).
  • The lead partner must have the technical, financial and administrative resources for the special tasks. This also includes the deployment of sufficient human resources.
  • The decision as to whether a partner meets the requirements is made on a case-by-case basis.
other eligibility criteria

Projects receive a grant for the project activities carried out. The maximum funding rate for projects is 65%. Please note that funding quotas that deviate from the rule and are agreed between the project partners must be regulated exclusively in the partnership agreement. The reimbursement principle applies to all project expenditure. The project partners must therefore pre-finance all costs.

The program area and thus the funding region comprises 

  • the regions of Syddanmark and Sjælland on the Danish side, and 
  • the districts of Nordfriesland, Ostholstein, Plön, Rendsburg-Eckernförde and Schleswig-Flensburg as well as the independent cities of Flensburg, Kiel, Lübeck and Neumünster on the German side.
