The objective is to develop inland waterway transport infrastructure projects on the Core Network of the TEN-T.
Call objectives
Studies and / or works on inland waterways, related to:
- upgrade of waterways and related infrastructure such as locks and weirs/dams in order to achieve stable or improved navigation conditions, performance and/or more capacity for the passage of vessels or to ensure good navigation status;
- creation of new waterways and related infrastructure (locks, weirs/dams, bridges);
- construction/lifting/upgrading of locks and movable bridges, to improve the passage of vessels and convoys;
- automation of waterway infrastructure (e.g. locks, weirs/dams, bridges) to improve its operation and monitoring;
- increasing of under-bridge clearance;
- ensuring year-round navigability e.g. by means of hydrological services, ice-breaking facilities and capital dredging;
- waterside infrastructure including the creation and/or upgrade of infrastructure for mooring and waterborne operations along a waterway and/or shoreside electricity installations. This waterside infrastructure can also concern transhipment sites located on the TEN-T Network which are not included in Annex II.2 of the TEN-T Regulation (EU) n°1315/2013, limited to infrastructure enabling ship to shore loading/unloading and shoreside electricity;
- interconnection between inland waterways and maritime transport.
Studies and / or works on TEN-T core inland ports, related to:
- access, including safe access through navigational aids, of inland ports to inland waterways;
- basic and water-side infrastructure in inland ports, including shore-side electricity supply;
- port reception facilities for oil and other waste (including residues from exhaust gas cleaning systems) and infrastructure for degassing vessels to meet environmental requirements;
- providing or improving road/rail access and connections within inland ports;
- ensuring year-round navigability by means of e.g. hydrological services, ice-breaking facilities and dredging of the port and port approaches.
Works projects may include on-site renewable energy generation (synergetic element in accordance with Section 10.6 of the Work Programme), such as photovoltaic power plants, wind turbines etc. that is primarily used for example for the shore-side electricity supply, for the need of the basic port infrastructure and for diverse port operations. Such synergetic elements must improve the socio-economic, climate or environmental benefits of the project and may not exceed 20% of the total eligible costs of the project.
Waterside infrastructure development projects means infrastructure that enhances the navigability capacity in the meaning of Articles 15 and 16 of Regulation (EU) No 1315/2013 or improves the multimodal connection of waterborne transport operations. This excludes infrastructure that does not directly benefit waterborne transport operations.
Elements of storage, transhipment facilities and equipment (zero-emission) may be included in a project benefiting inland waterway transport only if they are fully integrated in, and a minor part of the infrastructure investment project. These projects should not aim to focus on storing and transhipment facilities and equipment, but rather on the transport infrastructure.
Support will not be given to infrastructure dedicated for cruise ships, except as regards shore-side electricity supply.
Hinterland connections to the inland ports are covered by the respective transport mode priorities but may be part of a single project (for instance a project improving the rail access both within and outside the port area). Projects combining hinterland access both within and outside the port area may be submitted either to the inland port or to the maritime port/road/rail topics as appropriate.
In accordance with Article 9(2), point (a)(i) of the CEF Regulation, projects addressing the Core Network may include related elements on the Comprehensive Network, when necessary to optimize the investment. These elements may form up to 10% of the total eligible costs of the project and should be presented as a separate work package.
Facilities and infrastructure supported under CEF must be accessible for use by all operators on a non-discriminatory basis.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.
- be established in one of the Member States eligible for funding from the Cohesion Fund
Specific cases:
- Project applications located in associated third countries are eligible for funding in the present calls under the conditions set out in Article 8(1) of the TEN-T Regulation (EU) N° 1315/2013 and Articles 5(2) and 9(2) of the CEF Regulation (EU) 2021/1153.
- Exceptional funding — Entities from other countries (not listed above) are exceptionally eligible for projects of common interest in the field of transport if the granting authority considers their participation essential for the implementation of the project.
- Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
- International organisations are eligible. The rules on eligible countries do not apply to them.
- Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
- EU bodies can NOT be part of the consortium.

The available call budget is split between 4 calls for proposals:
- CEF-T-2023-CORECOEN-IWWP-WORKS: Inland waterways and ports – studies, works or mixed
- CEF-T-2023-CORECOEN-MARP-WORKS: Maritime ports – studies, works or mixed
- CEF-T-2023-CORECOEN-RAIL-WORKS: Rail – studies, works or mixed
- CEF-T-2023-CORECOEN-ROADS-WORKS: Roads, rail-road terminals and multimodal logistics platforms – studies, works or mixed
The foreseen duration of the works and mixed projects should be 4-5 years maximum. For studies projects it should be 2-3 years maximum. In both cases, the end date set in the Grant Agreement will not be later than 31.12.2028.

All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible.
Proposals must be complete and contain all parts and mandatory annexes and supporting documents, e.g. plan for the exploitation and dissemination of the results including communication activities, etc.
The application form will have two parts:
- Part A (to be filled in directly online) contains administrative information about the participants (future coordinator and beneficiaries and affiliated entities), and the summarised budget for the project
- Part B (to be downloaded from the Portal submission system, completed and then assembled and re-uploaded as a PDF in the system) contains the technical description of the project.

- detailed budget table per WP/calculator
- activity reports of last year (unless exempted from operational capacity check; see section 7 of call document)
- list of previous projects (key projects for the last 4 years) (template available in Part B)

- agreement of the concerned Member State (letter of support)
- cost benefit analysis:
- for works and mixed projects with budget (total eligible costs) above EUR 10 000 000: full cost-benefit analysis (CBA) (report and cash flow template)
- for works and mixed projects with budget (total eligible costs) below EUR 10 000 000: simplified CBA calculator
- environmental compliance file (for works, for studies with physical interventions and for studies without physical interventions.
For applications concerning projects subject to an EIA, you may include a summary of the climate proofing process in the Portal Submission System under “Other Annexes".
The limit for a full application (Part B) is 120 pages.
