This call targets projects dedicated to Priority 2: A Green Region, Specific Objectives 2.4 and 2.7 and operations of strategic importance (OSI) financed by Interreg VI-A Romania-Bulgaria Programme.
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P2: A green region
- SO 2.4: Promoting climate change adaptation and disaster risk prevention, resilience, taking into account ecosystem-based approaches
- SO 2.7: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution
Expected results
The programme proposes the following (non exhaustive) types of measures:
P2: A green region
- SO 2.4: Promoting climate change adaptation and disaster risk prevention, resilience, taking into account ecosystem-based approaches
- Climate change adaptation measures to reduce the vulnerability of natural and human systems to actual or expected effects of climate change. These actions aim at anticipating the adverse effects of climate change and taking appropriate action to prevent or minimise the damage they can cause, or taking advantage of opportunities that may arise
- Risk prevention and management of natural and hazardous events (e.g. flood, fires, droughts, erosion, earthquakes and landslides) and risks linked to human activities
- Promoting disaster resilience
- SO 2.7: Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution
- Reducing all types of pollution, by supporting investments in monitoring and data collection on air, soil and water pollution
- Supporting the development of green infrastructures, including by developing and protecting green areas in human settlements and raising awareness of the benefits of green spaces
- Enhancing biodiversity conservation, recovery and sustainable use and protection of natural heritage, including Natura 2000 and RAMSAR sites

Project Partnership
Each project must have at least one partner in Romania and one in Bulgaria.
The maximum number of beneficiaries in a project will be five, including the Lead Beneficiary.
In order to be eligible, projects must contribute to at least three out of the following four cooperation criteria.
- Joint development (compulsory)
- Joint implementation (compulsory)
- Joint financing
- Joint staffing

The Interreg VI-A Romania-Bulgaria Programme (RO-BG Programme) stretches over 15 NUTS3 regions:
- Romania: Mehedinți, Dolj, Olt, Teleorman, Giurgiu, Călărași and Constanţa
- Bulgaria: Vidin, Vratsa, Montana, Veliko Tarnovo, Pleven, Ruse, Dobrich and Silistra

Additional Information
Under this call, the following types of operations will be financed:
- Soft operation – is a project that has works/infrastructure component below 50% of the eligible budget.
- Hard operation – is a project that has an infrastructure/works component equal or more than 50% of the total project eligible budget.
The maximum duration of projects and the budgetary limitations should be in line with requirements set bellow. However, a project cannot have an end date after 30 June 2029.
Soft operation:
- Duration: not exceed 18 months
- Size of grant: between € 300,001.00 and € 750,000.00
- Duration: not exceed 36 months
- Size of grant:
- SO 2.4: between € 500,000.00 and € 2,000,000.00
- SO 2.7: between € 500,000.00 and € 3,500,000.00
