The Interreg SI-HR programme supports cross-border cooperation between Slovenia and Croatia in the programming period 2021-2027. This call is for priorities P1: A green and adaptive region and P3: An accessible and connected region.
Call objectives
- P1: A green and adaptive region
- SO 1.1: Promoting climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches
- SO 1.2: Enhanching protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution
- P3: An accessible and connected region
- SO 3.1: Enhance efficient public administration by promoting legal and administrative cooperation, and cooperation between citizens, civil society actors, and institutions, in particular with a view toward resolving legal and other obstacles in border regions
- SO 3.2: Build up mutual trust, in particular by encouraging people-to-people actions
Expected results
The programme proposes the following (non exhaustive) types of measures:
P1: A green and adaptive region
- SO 1.1: Promoting climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches
- The aim of support under this specific objective is to enhance the preparedness of local communities and responsiveness of rescue response units by joint upskilling and unified equipment, the establishment of joint protocols (concrete and comprehensive plans), and co-ordination mechanisms, so that units from both countries will be able to jointly respond to the same disaster and adapt to different climate change-related and other shared risks along the entire cross-border area, including the capacity building of different target groups to protect against shared risks. The activities must be aligned with responsible authorities for provision and co-ordination of protection, rescue, and relief in case of natural and other disasters from both countries.
- Strengthening of risk preparedness and response capacities in the cross-border area
- Increasing the resilience to climate-change effects in the programme area
- The aim of support under this specific objective is to enhance the preparedness of local communities and responsiveness of rescue response units by joint upskilling and unified equipment, the establishment of joint protocols (concrete and comprehensive plans), and co-ordination mechanisms, so that units from both countries will be able to jointly respond to the same disaster and adapt to different climate change-related and other shared risks along the entire cross-border area, including the capacity building of different target groups to protect against shared risks. The activities must be aligned with responsible authorities for provision and co-ordination of protection, rescue, and relief in case of natural and other disasters from both countries.
- SO 1.2: Enhanching protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution
- The aim of support under this specific objective is to enhance, develop, or introduce green infrastructure as strategically planned network of natural and semi-natural areas with other environmental features designed and managed to deliver a wide range of ecosystem services, particularly addressing the biodiversity loss. Cross-border cooperation for improved protection, restoration, and management of the environment will be boosted (incl. Natura 2000 and other protected areas and areas of ecological importance. Actions will be focused to mitigate threats (e.g., pollution, climate change, invasive species, biodiversity loss, habitat fragmentation) and improve cross-border landscape management as the key to improving biodiversity.
- Strategically planned green infrastructure for provision of environmental and socio-economic benefits
- Improved protection and preservation of endangered habitats, species, and landscapes in the programme area
- The aim of support under this specific objective is to enhance, develop, or introduce green infrastructure as strategically planned network of natural and semi-natural areas with other environmental features designed and managed to deliver a wide range of ecosystem services, particularly addressing the biodiversity loss. Cross-border cooperation for improved protection, restoration, and management of the environment will be boosted (incl. Natura 2000 and other protected areas and areas of ecological importance. Actions will be focused to mitigate threats (e.g., pollution, climate change, invasive species, biodiversity loss, habitat fragmentation) and improve cross-border landscape management as the key to improving biodiversity.
P3: An accessible and connected region
- SO 3.1: Enhance efficient public administration by promoting legal and administrative cooperation, and cooperation between citizens, civil society actors, and institutions, in particular with a view toward resolving legal and other obstacles in border regions
- The support under this specific objective is to support public administration in its role as an initiator/coordinator of processes aimed at improving the quality of services and developing innovative solutions in the area of health care, social inclusion and welfare, energy efficiency, and accessibility in the border region. A place-based and participatory approach, sustainability and digitalisation are the guiding principles when implementing the activities within this priority. The cross-border cooperation and resolving legal and other obstacles is crucial when taking into account the functional relations between the different actors and activities in the border area.
- Improvement of the quality and diversity of the services and development of innovative solutions in the areas of health care, social inclusion and welfare, accessibility, and energy efficiency in the border regions by overcoming legal and administrative obstacles
- The support under this specific objective is to support public administration in its role as an initiator/coordinator of processes aimed at improving the quality of services and developing innovative solutions in the area of health care, social inclusion and welfare, energy efficiency, and accessibility in the border region. Project Partnership
The minimum requirement is to have at least one project partner from Slovenia and one from Croatia or an EGTC registered in the Participating Country consisting of members from both Member States. The recommended upper number of Project Partners is 6.
In order to be eligible, projects must contribute to at least three out of the following four cooperation criteria.
- Joint development (mandatory)
- Joint implementation (mandatory)
- Joint financing (mandatory)
- Joint staffing

The Interreg Programme Slovenia – Croatia programme area (PA) covers 17 NUTS 3 regions: nine Slovenian NUTS 3 regions (Podravska, Pomurska, Savinjska, Zasavska, Posavska, Jugovzhodna Slovenija, Obalno-kraška, Osrednjeslovenska, and Primorsko-notranjska statistical regions), and eight Croatian NUTS 3 regions (Primorsko-goranska, Istarska, Zagrebačka, Krapinsko-zagorska, Varaždinska, Međimurska, and Karlovačka counties and the City of Zagreb).

Additional Information
The projects eligible for participation in the programme are those with the total ERDF amount requested from € 250,000.00 to € 2,500,000.00 for Priority 1 (Green and adaptive region) and from € 200,000.00 to € 1,000,000.00 for Priority 3 (Accessible and connected region), specific objective 6.2 (Enhance efficient Public administration).
The projects eligible for participation in the programme are those with the duration up to 30 months for Priority 1 (Green and adaptive region) and up to 24 months for Priority 3 (Accessible and connected region), specific objective 6.2 (Enhance efficient Public administration).
The earliest possible start of the project shall be the date of submission of the project application in the Joint Electronic Monitoring System (Jems). The project end date shall be the date defined in the Subsidy Contract but not later than 30 November 2028.
