  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)
    • regional planning and development, such as the implementation of regional development policies/instruments and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and marine protected area management.

The Topic 1 of this call for proposals supports implementation, application and enforcement of the Posting of workers Directive 96/71/EC and the Amending Directive (EU) 2018/957, as well as the implementation of the Enforcement Directive 2014/67/EU.

Call objectives

The specific objectives of are the following:

  • To support and promote cross-border and transnational cooperation and increase mutual trust among public authorities in charge of the implementation of administrative cooperation and mutual assistance as well as monitoring the compliance with and enforcement of the applicable rules and stakeholders, including the promotion of the use of the Internal Market Information System (IMI) and sharing experiences and evidence-based good practices in this respect;
  • To increase the accessibility, transparency and quality of the information concerning the terms and conditions of employment to be respected and the existing practices in the MS to monitor and enforce the provisions of the Posting of Workers Directive;
  • To promote the evidence basis through the collection and evaluation of original data, and the analysis specific to the posting process and posted workers' working conditions, including through the collaboration between universities across various disciplines, research centres and institutes and stakeholders, in particular social partners.

Thus, this call will contribute to the following principles of the European Pillar of Social Rights: 3. Equal opportunities; 5. Secure and adaptable employment; 6. Wages; 7. Information about employment conditions and protection in case of dismissals; 8. Social dialogue and involvement of workers; 10. Healthy, safe and well-adapted work environment and data protection; 12. Social protection; and 20. Access to essential services.

Expected effects and impacts

The scope of this Call is to support actions that bear a lasting impact on national administrations, companies and/or workers, beyond the duration of the action. In order to cater for a more significant impact of the actions, the composition of the network will be carefully evaluated. In particular, priority will be given to projects based on consortia with one or more of the following characteristics: (a) involving a balanced and justified distribution of partners established in sending and receiving countries in the context of a specific flow of posted workers; (b) enabling a sector-specific focus of the action.

For the different types of activities as outlined above, the following minimum requirements in terms of composition of the consortia and representation of different types of organisations shall apply:

a) Participation of both social partners (worker and employers’ organisations) and competent public authorities with focus on enforcement authorities regarding the specific objective of promoting “cooperation”;
b) Participation of both social partners (worker and employers’ organisations) and competent public authorities, or research institutes and social partners and/or other stakeholders and/or public authorities regarding the specific objective of increasing the accessibility, transparency and quality of the information concerning the terms and conditions of employment;
c) Participation of research institutes in the consortium regarding the specific objective of promoting the evidence basis through the collection and evaluation of original data, and the analysis specific to the posting process and posted workers' working conditions

Moreover, in order to cater for a lasting impact of the action, the projects are expected to deliver outputs that ensure either the sustainability of the same action by the partners in the project or its potential transferability to other Member States.

The proposals must therefore include: a) a (set of) tangible deliverables to be produced as the final output of the action (e.g. information fiches, reports, a website) that are suitable for sustained use, transferability or as a continued learning resource; and b) a plan for communication and dissemination of the projects' results specifying the targeted audience that will follow up and / or use these deliverables beyond the duration of the action.

At final report stage, the awarded applicants will be required to provide details about the deliverables produced, including links to the website (if any), copies of the information, research, report material, topics discussed during meetings, about how and to whom the results, best practices and findings have been disseminated, about and how interested parties have been involved in the project.

Expected results

In order to achieve the objective, it is intended with this call for proposals to fund transnational cooperation initiatives aiming at developing activities by relevant stakeholders involved in the context of posting with a significant and lasting impact on workers, companies and administrations. Activities aim at supporting competent authorities in MS and social partners in administrative cooperation, in increasing access to essential information for posted workers, to promote the evidence basis through the collection and evaluation of original data and analysis.

The following activities may be co-financed:

  • Cooperation: developing new or improving existing exchanges, peer reviews and/or training programmes (for example joint visits, joint inspections, short training actions) between officials of competent public authorities and/or between relevant social partners and stakeholders in the contexts of monitoring the compliance with and enforcement of the applicable rules in relation to posted workers, and/or of administrative cooperation and mutual assistance, including the use of the Internal Market Information System (IMI).
  • Information: developing and improving different information and/or advisory forms and formats for the collection and dissemination of quality, user-friendly, and specific information targeted at workers and/or undertakings with respect to the working conditions applicable to posted workers, including preventing in-work poverty of posted workers and discrimination based on origin as well as the procedures and conditions to be respected by undertakings in different Member States, and other relevant information for the posting of workers in the context of the provision of cross-border services.
  • Evidence: development of joint research projects on different dimensions of the posting of workers in the context of the transnational provision of services and dissemination of results through targeted publication strategies, both in the scientific domain as well as in the specialised and general press.
The three type of actions are mutually exclusive.
The activities carried out under the above-mentionned strands should have a specific focus on:
  • a certain sector (i.e. construction, road transport, healthcare, meat processing etc.), and/or
  • the type of a posted worker (i.e. seasonal worker, temporary agency worker, posted third country national etc.), and/or
  • the situation of the posted worker (i.e working in the situation of subcontracting, health and safety of the worker, remuneration conditions etc.).
Applications should focus on one of the above-mentioned three strands in their proposal.

Only consortia are eligible. Proposals must be submitted by a consortium of at least 3 applicants (lead applicant and co-applicants; not affiliated entities) established and registered in at least three different EU Member States, according to art. 27 of the ESF+ Regulation.

Lead applicants and co-applicants must be established in EU Member States and EEA countries, according to ESF+ Regulation.

Co-applicants can also be established in associated CandidateCountries and Potential Candidates, in accordance with ESF+ Regulation.

Applicants may participate with affiliated entities (i.e. entities linked to a beneficiary which participate in the action with similar rights and obligations as the beneficiaries, but do not sign the grant and therefore do not become beneficiaries themselves). They will get a part of the grant money and must therefore comply with all the call conditions and be validated (just like beneficiaries); but they do not count towards the minimum eligibility criteria for consortium composition (if any). Affiliated entities must satisfy the eligibility criteria as all applicants. Other entities may participate in other consortium roles, such as associated partners, subcontractors, third parties giving in-kind contributions.

Associated partners must be established in one of the eligible countries indicated in the call.

In order to be eligible, applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States
    • non-EU countries: listed EEA countries and countries associated to the ESF+ or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature (list of participating countries)
Lead applicants, co-applicants and affiliated entities must fall in one of the following categories:
  • Public authorities;
  • International organisations (with registred headquartes both inside and outside of eligible countries of the Call);
  • Non-profit organisations (private or public);
  • Research centres/institutes;
  • Higher Education Institutions (HEIs);
  • Civil Society Organisations (CSOs),
  • Social partner organisations at European, national or regional level (in application of Article 197 2. (c) of the Financial Regulation), social partner organisations without legal personality are also eligible provided that the conditions of the Financial Regulation related thereto are met)

All beneficiaries signing the grant agreement with the Commission must be actively involved in the implementation of the action and financially engaged (by incurring costs). The way they are financially engaged must be detailed in the project budget of the proposal.
