  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage.     Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)

European Youth Together projects aim to create networks promoting regional partnerships, to be run in close cooperation with young people from across Europe (EU Member States and third countries associated to the programme). The networks should organise exchanges, promote trainings (for instance for youth leaders) and allow for young people themselves to set up joint projects, all of which can be done through both physical and online activities.

Call objectives

European Youth Together projects aim to create networks promoting regional partnerships, enabling young people across Europe to set up joint projects, organise exchanges and promote trainings (e.g. for youth leaders) through both physical and online activities. The action will support transnational partnerships for youth organisations from grassroots level to large-scale partnerships, aiming to reinforce the European dimension of their activities, including on how to live better together and helping to design sustainable future ways of living, in line with the European Green Deal and the New European Bauhaus initiative .

Important thematic priorities are working with and promoting the EU Youth Goals and, in general, the EU Youth Strategy 2019-2027. The European Youth Goals are also reflected in the President von der Leyen Commission’s political guidelines. Project proposals may also treat the themes of the ‘Conference for the Future of Europe’. The European Parliament elections in 2024 are relevant in the context of this action.

Young people and youth organisations are key actors in the recovery from the COVID-19 pandemic. Youth networks should consider ways of forging solidarity and inclusiveness, and how to improve quality of life after the pandemic, which concur with challenges related to digital skills and sustainable green lifestyles.

The action seeks to specifically support:

  • The promotion and development of more transnational structured cooperation, online and offline, between different youth organisations to build or strengthen partnerships focusing on solidarity and inclusive democratic participation of all against a backdrop of the backlashes on socio-economic structures and in line with the EU Youth Strategy, the EU Youth Goals and the Youth Dialogue.
  • The implementation of EU Frameworks and initiatives such as country specific recommendations from the European Semester as far as they relate to the youth area.
  • Youth organisations involved in initiatives to encourage young people to participate in the democratic process and in society by organising trainings, showcase commonalities among young Europeans and encourage discussion and debate on their connection to the EU, its values and democratic foundations. This includes organising events as a lead-up to the 2024 elections to the European Parliament.
  • The promotion of participation of under-represented groups of young people in politics, youth organisations and other civil society organisations by engaging vulnerable and socio-economic disadvantaged youth;
  • New ways to empower youth organisations in dealing with the aftermath of the Covid-19 pandemic, by supporting innovative ways of cooperation and network creation, development and management. Indicatively, this could include enhancing collaboration between youth organisations in a digital context through non-formal learning methods and organisational models such as alternative modes of exchanges and mutual aid.
  • The reinforcement of the European dimension of the activities of youth organisations, including activities on how to live better together after the pandemic and helping to design sustainable future ways of living transnationally.

Expected effects and impacts

The action targets NGOs (not for profit) and public bodies, which propose projects with a capacity to mobilise young people in partnerships covering different countries and regions within the EU Member States and third countries associated to the Programme.

Mobility activities for young people should form a key component of European Youth Together projects. This mobility should offer cross-border exchanges and non-formal or informal training opportunities for young people from across Europe (East, West, North and South) that can be prepared and supported through online fora to contribute to the objectives of this action. These mobility activities must be very clearly justified according to the objectives of the action.

All the activities should contribute to broadening the outreach towards youth, reaching young people both within and beyond youth organisations including youth with fewer opportunities, to ensure a diversity of voices is heard.

Expected results

The granted projects should demonstrate their expected contribution to EU youth policy by:

  • building on the objectives of the EU Youth Strategy 2019-2027 and more specifically by demonstrating how they are contributing to the ‘Engage-Connect-Empower’ priorities of the Strategy;
  • building on outcomes of the European Youth Goals, the Youth Dialogue and other youth debate projects and opinion surveys related to the future of Europe and linking them to policy development at local/regional/national/European level;
  • building on country specific recommendations from the European Semester as far as they relate to the youth area;
  • improving the involvement of young people in democratic life, in terms of active citizenship and engagement with decision-makers (empowerment, new skills, involvement of young people in project design, etc.);
  • helping to improve the capacity of the youth sector active at grassroots level to work transnationally focusing on inclusiveness, solidarity and sustainability and promoting transnational learning and cooperation between young people and decision makers;
  • upscaling existing best practices and outreach beyond the regular network(s) including making good use of digital means to stay connected under all circumstances even in situations of remoteness, isolation or confinement;
  • disseminating their results in an effective and attractive way among young people involved in youth organisations and also among youngsters who are not affiliated to youth structures or those with fewer opportunities, so as to pave the way for more systematic partnerships.

Proposals must be submitted by a consortium of minimum of 5 applicants (coordinator and full partners) from at least 5 EU Member States and/or third countries associated to the Programme.

Affiliated entities do not count towards the minimum eligibility criteria for the consortium composition.

The applicants (coordinators and full partners) must be legal entities:

  • NGOs (including European Youth NGOs and national Youth Councils) working in the field of Youth;
  • public authorities at local, regional or national level

They should be established in an EU Member State or third country associated to the Programme.

Public or private companies (small, medium or large enterprise, including social enterprises) as well as their affiliated entities, may also participate but not as coordinator.

Eligible organsisations are any organisation, public or private, with its affiliated entities (if any), working with or for young people outside formal settings established in an EU Member State or third country associated to the Programme.

Such organisations can, for example, be:

  • a non-profit organisation, association, NGO (including European Youth NGOs);
  • a national Youth Council;
  • a public authority at local, regional or national level;
  • an education or research institution;
  • a foundation;

Public or private companies (small, medium or large enterprise (including social enterprises) may be included. Therefore, whereas this action is primarily targeting non-for-profit organisations, for-profit organisations can be involved if a clear added value is demonstrated for the project.

Proposals must be complete and contain all the requested information and all required annexes and supporting documents:

  • Part A — contains administrative information about the participant  and the summarised budget for the project (to be filled in directly online)
  • Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded).
  • Part C containing additional project data (to be filled in directly online).

Applications are limited to

  • 40 pages for calls for low value grants (€ 60,000.00 or below);
  • 120 pages for calls with high value grants (€ 4,000,000.00) and
  • 70 pages for all other calls.

For actions managed by the Erasmus+ National Agencies, applications must be submitted electronically via the forms available in the Erasmus+ website and the websites of the Erasmus+ National Agencies.
