The global objective of this call for proposals is to support municipalities' development potential and improve environmental and socio-economic conditions in local communities.
Call objectives
The specific objectives of this call for proposals are:
- To enhance the quality of municipal infrastructure, enabling the delivery of high-standard public services, and to stimulate local economic development.
- To assist municipalities in achieving their strategic development goals and implementing strategic plans, including optimising the absorption of EU funds and ensuring alignment with EU standards.
The priorities of this call for proposals are:
- To adapt and/or (re)construct local communities’ facilities and/or public areas and/or provide with needed equipment and/or supplies to be conducive for more comfortable learning/community environment for children, youth, senior citizens, vulnerable groups, and minorities.
- To enhance the capacities of local government employees in creating strategic development plans and preparing and monitoring project implementation.

- Local infrastructure, local economic development, community facilities and public services;
- EU-related capacity building for local government employees.

Expected effects and impacts
Actions must take place in the following country: Montenegro (the Action should benefit all 25 local self-government units).
Types of action
Actions that may be financed under this call are (cumulative objectives):
- To increase standards of municipal infrastructure enabling quality public services and to develop the local economic potentials and
- To support municipalities in implementing their strategic development objectives and strategic plans, including the absorption of EU funds and in compliance with EU standards.
The following types of action are ineligible:
- actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences and congresses;
- actions concerned only or mainly with individual scholarships for studies or training courses;
- actions and measures that may result in violation of human rights in partner countries or causing significant adverse effects on the environment or the climate;
- actions supporting political parties or candidates in elections;
- retroactive financing for projects already in implementation or completed;
- projects for the exclusive benefit of individuals or restricted groups of individuals.

Expected results
Types of activity
Types of activity which may be financed under this call (this list is not exhaustive, but only illustrative and appropriate activities that are not mentioned below will also be considered for support, notably if they respond to the objectives of the call).
- youth empowerment (support to i.e. youth centres, sport, environmental activities);
- education and culture (improve access and standards of i.e. playgrounds, kindergartens, school facilities like labs, sport fields, cultural centres) and
- other basic municipal infrastructure.
The main applicant has to have completed work directly with sub-national governments (e.g. regions, municipalities, etc.) and have a proven record of management of grants to the same.

Lead applicant
In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation, such as a non-governmental organisation and/or association of sub-national (regional or local) authorities,
- be effectively established in Montenegro, Western Balkans or a Member State of the European Union
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- not be in any of the situations listed in Section 2.4. of the practical guide and
The lead applicant must act with co-applicant(s) as specified hereafter.
Co-applicant(s)
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Co-applicants must sign the mandate in Annex A.2 Section 5.
Affiliated entities
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link, may be considered as affiliated entities to the lead applicant and/or to co-applicant(s).

Financial support to third parties
Applicants shall propose financial support to third parties in order to help achieve the objectives of the action.
A minimum of 70% of the total grant shall be given to third parties in the form of financial support to third parties.
The possibility to receive financial support per third party will be opened to all 25 Montenegrin local self-government units, during two calls for proposals (or more, based on the consumption of funds following the call).
The maximum amount of financial support per third party is € 60,000.00 except where achieving the objectives of the actions would otherwise be impossible or overly difficult, in which case this threshold can be exceeded. A threshold below € 60,000.00 can be set if appropriate.
