The call promotes initiatives under four priorities: Research and Innovation (Priority 1), Climate Change and Biodiversity (Priority 2), Sustainable and Cultural Tourism (Priority 3), and Reducing Administrative Cross-Border Barriers (Priority 5).
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P1: Innovation and enterprise
- SO 1.1: Development and expansion of research and innovation capacities and the introduction of advanced technologies.
- P2: Climate change and biodiversity
- SO 2.1: Promote climate change adaptation and disaster prevention and resilience, taking into account ecosystem-based approaches.
- SO 2.2: Enhance the protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and reduce all forms of pollution.
- P3: Sustainable tourism and cultural tourism
- SO 3.1: Strengthen the role that culture and sustainable tourism play in economic development, social inclusion and social innovation.
- P5: Reduce cross-border barriers
- SO 5.1: Improve the efficiency of public administrations by promoting their legal and administrative cooperation and cooperation between citizens, civil society and institutions, in particular with the aim of removing legal and other obstacles in border regions.

Expected results
The programme proposes the following types of measures:
P1 Innovation and Enterprise invests in the areas of smart specialisation strategies, promotes investment in research and development and supports businesses on issues of cross-border importance:
- Energy transition
- Support for start-ups and entrepreneurship
- Circular production processes
- New and sustainable technologies
- "Life sciences" or life sciences
- ICT and digitalisation
P2 Climate change and biodiversity focuses on disaster management, risk prevention, ecosystems, environmental protection and biodiversity:
- Disaster risk management measures
- Climate change adaptation systems
- Awareness raising measures for climate change adaptation
- Nature conservation and biodiversity enhancement
P3 Sustainable tourism and cultural tourism promotes sustainable tourism models:
- Smart and sustainable tourism (ecotourism)
- Seasonal adaptation of the tourism offer
- Digitalisation of the cultural and tourist offer
- Promotion of cultural and creative enterprises
P5 Reducing cross-border barriers supports digital solutions developed by public administration for citizens, sustainable mobility, combating brain drain, promoting employment, sharing health services and reducing cross-border barriers:
- Identify cross-border obstacles through consultation with stakeholders operating in the territories.
- Possible areas of intervention: (1) ICT and digitalisation of public administration, (2) health and digitalisation of healthcare, (3) mobility

Project Partnership
According to Art. 23 Regulation (EU) No. 2021/1059, at least one partner from both member states is required; EGTCs are an exception.
All projects funded under the Interreg VI-A Italy-Austria program must have a Lead Partner (LP) who takes overall responsibility for the proper management and implementation of the project on behalf of all other project partners and acts as a link between the project partners (PP) and the program authorities as well as within the partnership.
The cooperation of all beneficiaries involved in the project is a fundamental prerequisite for the development of the project idea and the success of the project. In this context, it is strongly recommended that all project partners base their cooperation on the following criteria:
- Joint elaboration
- Joint implementation
- Joint personnel
- Joint financing
Institutions/stakeholders who actively contribute to the implementation of the project content and to sustainable regional development through the use of the results are eligible as project partners. However, actors who support the implementation of the project by providing services are not permitted as project partners, but can be involved as service providers, subject to compliance with the specific procurement regulations. For contracts and orders over EUR 5,000.00 (excluding VAT), all project partners, public or private, must carry out adequate market research by requesting at least three tenders (this may be waived in justified cases), without prejudice to the obligations provided for in the applicable regional/national regulations, where these are more restrictive (see program-specific eligibility rules).
Associated partners who support the project or partnership from outside by providing their know-how and access to relevant data and information are also eligible. In addition, they support the dissemination of the project's results among the target groups. The associated partners finance their activities themselves. To enable them to participate in the project meetings, their travel expenses can be paid from the project partners' budget as part of the travel allowance. All other activities must be financed by the associated partners themselves. The associated partners are listed in the coheMON online system and their activities and role are described in a descriptive field in the project application.

The maximum project budget (ERDF amount) is determined on the basis of the number of regions of origin of the participating beneficiaries:
- 500,000 euros for 2 participating regions
- 750,000 euros for 3 participating regions
- up to 1 million euros for more than 3 participating regions. In justified exceptional cases, the amount may be exceeded and will be approved by the Steering Committee.
These budget limits do not apply in full to priority 3 of this call, as only 322,890.00 euros are available.
The ERDF funds available under this call for proposals amount to a total of EUR 16,500,000 and are distributed as follows:
- Priority 1: 5,031,706.00 euros
- Priority 2: 8,946,076.00 euros
- Priority 3: 322,890.00 euros
- Priority 5: 2,199,328.00 euros
It should be noted that for Priority 3 "Sustainable and cultural tourism", only one strategic project involving all regions of the program will be approved due to the limited funds available.
The project duration extends from the start to the end of the project. The project can begin at the earliest upon submission. The end of the project must be determined on a project-specific basis and may not exceed 31/03/2028.

To ensure a higher quality of the project, we recommend that you contact your relevant Regional Coordination Unit (RCO) for an orientation consultation by June 11. To proceed in a transparent and results-oriented manner, download and fill out the form to bring to your appointment with the RCO. There, the RCO will give you an initial non-binding assessment of the project proposal in terms of consistency with the objectives of the cooperation program and eligibility. If necessary, you will be given guidance on possible national co-financing.
Project proposals are submitted through the coheMON program monitoring system by filling out the project form online. Therefore, all project partners must have active access to coheMON and must have a digital signature. Partners who are already registered with the system do not need to create a new account.
All stages of the project are managed through coheMON, i.e. from the submission of the project proposal to the actual completion of the project, both by the beneficiaries-the Lead Partner has greater responsibility-as well as by the program authorities.

We highly recommend finalizing the submission a few days before the call deadline, July 1st at 12 noon, as the submission process requires the collaboration of all project partners.
