  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion.     Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Cultural heritage and arts projects that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage.     Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

Erasmus Mundus Joint Masters (EMJM) supports high-level integrated transnational study programmes at Master level (level 7 of the international standard classification of education ISCED 2011) delivered by an international consortium of higher education institutions (HEIs) from different countries worldwide and, where relevant, other educational and/or non-educational partners with specific expertise and interest in the concerned study areas/professional domains.

Call objectives

The Erasmus Mundus action comprises:

  • Lot 1: Erasmus Mundus Joint Masters (EMJM) and
  • Lot 2: Erasmus Mundus Design Measures (EMDM).

This action aims at fostering excellence and worldwide internationalisation of higher education institutions via study programmes – at Master course level – jointly delivered and jointly recognised by higher education institutions (HEIs) established in Europe, and open to institutions in other countries of the world.

The Erasmus Mundus Joint Masters and Erasmus Mundus Design Measures represent two independent lots. There is no obligation to implement an EMDM before an EMJM. The award of an EMDM does not imply automatic funding under EMJM and the completion of an EMDM project is not an award criterion for an EMJM.

The EMJM supports high-level integrated transnational study programmes at Master level delivered by an international consortium of higher education institutions (HEIs) from different countries worldwide and, where relevant, other educational and/or non-educational partners with specific expertise and interest in the concerned study areas/professional domains.

EMJMs are programmes of excellence and should contribute to the integration and internationalisation of the European Higher Education Area (EHEA). The specificity of EMJMs lies in the high degree of jointness/integration among the participating institutions and the excellence of their academic content.

Expected effects and impacts

The EMJM aims to enhance the attractiveness and excellence of European higher education in the world and attract talent to Europe, through a combination of:

  • institutional academic cooperation to showcase European excellence in higher education, and
  • individual mobility for all students taking part in the EMJM, with EU-funded scholarships for the best students applying.

Expected results

At system level

  • Foster academic cooperation within the EHEA and beyond by supporting joint teaching and qualifications, quality improvements, promotion of academic excellence;
  • Enhance the international dimension of higher education through cooperation between institutions in Europe and abroad, and through mobility for the best students worldwide;
  • Increase the synergies between higher education, innovation and research;
  • Remove barriers to learning, improving access to high quality and innovation-driven education and making it easier for learners to move between countries;
  • Respond to societal and labour market needs;
  • Contribute to the development of innovative education policies.

At institutional level

  • Provide European and non-European HEIs with more opportunities for structured and sustainable academic cooperation worldwide;
  • Improve the quality of programmes at Master level and supervision arrangements;

  • Increase the attractiveness of the participating organisation(s) towards talented students;
  • Contribute to the internationalisation policies of HEIs by developing international awareness through their curricula and the design of comprehensive internationalisation strategies (institutional cooperation and crossborder mobility of people).

At individual level

  • Improve the employability of participating students,
  • Improve key competences and skills of students;
  • Forge new mind-sets and approaches to academic studies through international, interdisciplinary, intersectoral and intercultural experience;
  • Enhance networking and communication capacities of the students;
  • Increase the individual contribution to the knowledge-based economy and society.

Proposals must be submitted by a consortium of at least 3 HEI applicants (coordinator and full partners) from 3 different countries, of which at least 2 different EU Member States and/or third countries associated to the Programme.

Affiliated entities do not count towards the minimum eligibility criteria for the consortium composition.

The applicants (coordinator and full partners) must be legal entities:

  • higher education institutions (HEIs);
  • established in an EU Member State, third country associated to the Programme or in an eligible third country not associated to the Programme.

HEIs established in an EU Member State or third country associated to the Programme must hold a valid Erasmus Charter for Higher Education (ECHE).

An ECHE is not required for participating HEIs from third countries not associated to the Programme, but they will have to commit to its principles.

Associations or organisations of HEIs, public or private organisations (including their affiliated entities) that contribute directly and actively to the delivery of EMJM (Erasmus Mundus Joint Masters), established in an EU Member State, third country associated to the Programme or in an eligible third country not associated to the Programme, may also participate but not as coordinator.

Additionally, the EMJM study programme may also benefit from the involvement of associated partners (optional).

At application stage full partner HEIs must demonstrate to have fulfilled the external Quality Assurance (QA) requirements of their jurisdiction for the joint programme. This can result either (i) from having successfully implemented the European Approach for Quality Assurance of Joint Programmes (if national legislation allows), (ii) or be based on a specific accreditation/evaluation of the joint programme, (iii) or of each national component on the basis of which the EMJM is composed.

Exception: organisations from Belarus (Region 2) and the Russian Federation (Region 4) are not eligible to participate in this action.

Proposals must be complete and contain all the requested information and all required annexes and supporting documents:

  • Part A — contains administrative information about the participant  and the summarised budget for the project (to be filled in directly online)
  • Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded).
  • Part C containing additional project data (to be filled in directly online).

Applications are limited to

  • 40 pages for calls for low value grants (€ 60,000.00 or below);
  • 120 pages for calls with high value grants (€ 4,000,000.00) and
  • 70 pages for all other calls.

For actions managed by the Erasmus+ National Agencies, applications must be submitted electronically via the forms available in the Erasmus+ website and the websites of the Erasmus+ National Agencies.


In line with the instructions in the form, please create two work packages only, namely:

  • WP1 - Management and implementation of the master programme (including coordination, curriculum implementation, promotion, impact, sustainability and dissemination).
  • WP2 - Selection and supervision of students

The number of milestones is free, but we strongly advise you to limit this to the most important moments in your project. 

Upon selection, during the preparation of your grant agreement you will be asked to add an annual milestone end of April to upload your student selection results in the mobility tool. 

The number of deliverables is free, but we strongly recommend applicants to limit them to maximum 15 and to group activities, to facilitate further contracting and management if your application is selected. We would expect to see the following main deliverables:

  • Project website (due by the time the programme needs to be advertised to student applicants);
  • Promotion material
  • Signed partnership agreement (due by the time the first students will be enrolled);
  • Student agreement template (due by the time the first students will be enrolled);
  • Copy of the diploma and diploma supplement templates (due by the time the first students will be enrolled);
  • Signed minutes of selection meetings (annual / per academic year);
  • Internal / external quality review (periodic if relevant) reports ;
  • Sustainability / business plan.  

Upon selection, during the preparation of your grant agreement you will be asked to add other deliverables in view of the reporting vis-à-vis EACEA. 

Please do not yet add any deliverable linked to progress or final / financial reports (to EACEA) in your application. 

We would also strongly recommend using the dissemination level ‘SEN(sitive)’ for your deliverables. Note that “PUB(lic)” deliverables will be automatically displayed by the system on the due date that you indicated in the application.
