The INTERREG Poland - Saxony 2021-2027 cooperation program opens the call for project applications within the 2nd priority: A Border Region Worth Living In - Education, Culture and Tourism, Specific Objective 2.1: Improve equal access to inclusive and quality services in education, training and lifelong learning by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training.
Call objectives
The following priorities and specific objectives were developed as part of the program:
- P2 : A border area worth living in - education, culture and tourism
- SO 2.1: Improving equal access to inclusive and quality services in education, training and lifelong learning by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training
Expected results
The following (non-exhaustive list) measures are proposed in the program:

- SO 2.1: Improving equal access to inclusive and quality education, training and lifelong learning services by developing accessible infrastructure, including by promoting the resilience of distance and online learning in education and training
- Cooperation between educational and scientific institutions in the design of educational development programs
- Strengthening relationships between education, science and business
- Vocational education and training
- Cooperation for the cross-border development of skilled workers:
- Monitoring the demand for shortage and surplus occupations,
- Removing obstacles to labor mobility on the cross-border labor market
- Use of digital technologies for education and the labor market
- Measures in the areas of education and lifelong learning
- Promoting the development of entrepreneurship, increasing the willingness to innovate and promoting approaches to ecologically sustainable management

Project Partnership
At least two project partners must be involved in each project: at least one project partner from Poland and at least one project partner from the Free State of Saxony (with the exception of EGTCs, insofar as they unite institutional members from Poland and Saxony, among others - in this case, an EGTC can also act as the sole project partner). Lead partners may only be Polish or Saxon project partners. The project application is submitted by the lead partner on behalf of all project partners.
Project partners are eligible to apply:
- State, regional and municipal administrations or their subordinate authorities, institutions and associations;
- Legal entities under public or private law that
- were founded for the specific purpose of fulfilling tasks of a non-commercial nature in the public interest and
- have legal personality and
- are predominantly financed by the state, local authorities or other bodies governed by public law or whose management is subject to supervision by the latter or whose administrative, management or supervisory body consists mainly of members appointed by the state, local authorities or other bodies governed by public law;
- Non-profit non-governmental organizations, associations and economic and social partner organizations in accordance with applicable national law;
- Small and medium-sized enterprises (SMEs), provided that the project measures are in the general interest - in accordance with state aid rules (SMEs may not be lead partners).
- European Groupings for Territorial Cooperation (EGTC).
Criteria for cross-border cooperation:
- joint project development (mandatory)
- joint implementation (mandatory)
- joint financing
- joint project personnel

The assisted area comprises
- in Poland:
- the Jelenia Góra sub-region (Bolesławiecki, Jaworski, Karkonoski, Kamiennogórski, Lubański, Lwówecki, Zgorzelecki, Złotoryjski districts and the independent city of Jelenia Góra) in the Dolnośląskie voivodeship (Lower Silesia)
- the district of Żarski in the Lubuskie Voivodeship (Lubusz Land);
- in Germany:
- Görlitz and Bautzen districts in the Free State of Saxony.

Additional Information
Project applications, including the required attachments, must be submitted exclusively in electronic form in the WOD2021 application: https://wod.cst2021.gov.pl/. All fields in the project application must be completed in Polish and German and the content must be identical in both languages. The project application must be accompanied by attachments as files in accordance with the list of required attachments to the project application in the Interreg Poland - Saxony 2021-2027 cooperation program.

This is a permanent call starting on 01.09.2024. The last deadline for project applications is 31.01.2026.
The following interim deadlines and planned dates have been set for the Monitoring Committee meetings, at which decisions will be made on the possible approval of project applications submitted by the respective deadline.

After the first two to three stages of this permanent call 2.1, the progress of the use of funds in Objective 2.1 will be evaluated. This may result in possible changes to the timetable of the calls and/or the additional conditions and guidance.
