short description
The global objective of this call for proposals is to promote good neighbourly relations, foster union integration and enhance the socio-economic development of the programme cross-border area through social and economic inclusion of specific groups, especially youth, and the competitiveness of tourism.
Call objectives
Priority 1: Investing in youth, education and skills
- Specific objective 1.1: To enhance youth activism and youth socio-economic participation
- Result 1.1.1: Social integration and economic prospects of youth are improved
- Specific objective 1.2: To increase the employability of specific groups
- Result 1.2.1: Professional skills and competences of specific groups are improved
Priority 2: Encouraging tourism and cultural and natural heritage
- Specific objective 2.1: Sustainable tourism (incl. cultural and natural heritage) contributing to economic development of the cross-border region
- Result 2.1.1: Joint cross-border tourism products/initiatives are developed/upgraded
- Result 2.1.2: Natural and cultural sites are preserved

Project Partnership
The lead applicant must act with co-applicants. The applicant must act with at least one co-applicant. If the applicant is established in the Republic of Serbia, at least one co-applicant must be established in Bosnia and Herzegovina, and vice versa. At least two legal entities in the partnership, one per participating country, being the lead applicant or the co-applicant, must be public institutions that are effectively established and/or have territorial competence for the programe eligible area. The maximum number of co-applicants that could be involved in the action is 3.
In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be effectively established in either the Republic of Serbia or Bosnia and Herzegovina and
- be directly responsible for the preparation and management of the action with their co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be one of the following institutions or organisations:
- Specific objective 1.1: To enhance youth activism and youth socio-economic participations
- local and regional authorities
- local and regional organisations engaged in youth activism
- education and training organisations and institutions
- research organisations and institutions
- CSOs active in the field of youth activism and promotion of vulnerable groups social inclusion
- Specific objective 1.2: To increase the employability of specific groups
- local and regional authorities
- employment services
- regional development organisations
- education and training organisations and institutions
- Specific objective 2.1: Sustainable tourism (incl. cultural and natural heritage) contributing to economic development of the cross-border region
- local and regional authorities
- local and regional organisations engaged in tourism or tourism related activities
- organisations, institutions and authorities responsible for protection and management of the cultural and natural heritage
- organisations and institutions working in the field of rural development
- education and training organisations and institutions
- research organisations and institutions
- CSOs active in the field of cultural or natural heritage, education, rural development and other related fields
- Specific objective 1.1: To enhance youth activism and youth socio-economic participations
other eligibility criteria
Cross-border cooperation:
- joint development: applicant and co-applicant(s) cooeprate in designing the action, filling in a joint application form and drawing up their respective budget;
- joint implementation: grant beneficiaries coordinate, in the frame of the operation, their activities across the border, and carry out most of the project activities together and not as independent, unrelated, mechanically reproduced and country-bound initiatives;
- joint staffing: staff on both sides of the border act as one project team OR
- joint financing
Indivative EU-funded allocations by thematic priority:
- Priority 1: € 4,000,000.00
- Priority 2: € 5,000,000.00
Size of grants and duration:
- Result 1.1.1: Social integration and economic prospects of youth are improved: between € 180,000.00 and € 300,000.00 and between 12 and 24 months
- Result 1.2.1: Professional skills and competences of specific groups are improved: between € 180,000.00 and € 300,000.00 and between 12 and 24 months
- Result 2.1.1: Joint cross-border tourism products/initiatives are developed/upgraded: between € 250,000.00 and € 600,000.00 and between 18 and 36 months
- Result 2.1.2: Natural and cultural sites are preserved: between € 250,000.00 and € 600,000.00 and between 18 and 36 months
Location: Activities must take place in one or more of the following territorial units:
- For the Republic of Serbia:
- Sremski District: Sremska Mitrovica, Sid, lndija, lrig, Ruma, Stara Pazova, Pecinci;
- Macvanski District: Sabac, Bogatic. Loznica, Vladimirc,. Koceljevo, Mali Zvornik, Krupanj, Ljubovija;
- Zlatiborski District: Bajina Basta, Kosjeric, Uzice, Pozega, Cajetina, Arilje, Priboj, Nova Varos, Prijepolje, Sjenica
- Kolubarski District: Yaljevo, Osecina, Ub, Lajkovac, Mionica and Ljig
- For Bosnia and Herzegovina:

Submission of concept notes:
There are two different systems for sending concept notes: one is by post or private courier service, the other is by hand delivery. In the first case, the concept note must be sent before the date for submission, as evidenced by the postmark or deposit slip, but in the second case it is the acknowledgement of receipt given at the time of the delivery of the concept note which will serve as proof.
The deadline for the submission of concept notes is 10 January 2025 as evidenced by the date of dispatch, the postmark or the date of the deposit slip. In the case of hand-deliveries, the deadline for receipt is at 10 January 2025, before 15:00 hours local time, as evidenced by the signed and dated receipt.
