The Interreg SI-HR programme supports cross-border cooperation between Slovenia and Croatia in the programming period 2021-2027. This call targets all priorities, but only selected specific objectives.
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P1: A green and adaptive region
- SO 1.1: Promoting climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches
- P2: A resilient and sustainable region
- SO 2.1: Enhancing the role of culture and sustainable tourism in economic development, social inclusion, and social innovation
- P3: An accessible and connected region
- SO 3.1: Enhance efficient public administration by promoting legal and administrative cooperation, and cooperation between citizens, civil society actors, and institutions, in particular with a view toward resolving legal and other obstacles in border regions
Expected results
The programme proposes the following (non exhaustive) types of measures:
P1: A green and adaptive region
- SO 1.1: Promoting climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches
- The aim of support under this specific objective is to enhance the preparedness of local communities and responsiveness of rescue response units by joint upskilling and unified equipment, the establishment of joint protocols (concrete and comprehensive plans), and co-ordination mechanisms, so that units from both countries will be able to jointly respond to the same disaster and adapt to different climate change-related and other shared risks along the entire cross-border area, including the capacity building of different target groups to protect against shared risks. The activities must be aligned with responsible authorities for provision and co-ordination of protection, rescue, and relief in case of natural and other disasters from both countries.
- Strengthening of risk preparedness and response capacities in the cross-border area
- Increasing the resilience to climate-change effects in the programme area
- The aim of support under this specific objective is to enhance the preparedness of local communities and responsiveness of rescue response units by joint upskilling and unified equipment, the establishment of joint protocols (concrete and comprehensive plans), and co-ordination mechanisms, so that units from both countries will be able to jointly respond to the same disaster and adapt to different climate change-related and other shared risks along the entire cross-border area, including the capacity building of different target groups to protect against shared risks. P2: A resilient and sustainable region
- SO 2.1: Enhancing the role of culture and sustainable tourism in economic development, social inclusion, and social innovation
- The aim of the support under this specific objective is to facilitate the recovery of tourism and culture in the PA by greening of tourism, supporting shift from quantity towards quality, increasing diversity of tourism products and services, and supporting cultural tourism entrepreneurship and innovation. Special attention will be given to rural border areas to unlock their hidden potentials to offer demand-driven products and services, while conserving their cultural uniqeness and protecting the natural environment. All the actions supported by this priority will contribute to strengthening local communities and local economy, increasing competitiveness, and job creation in the Programme area.
- Supporting sustainable tourism and green transition of public and private organisations through pilot actions, collaborative learning, and awareness-raising of tourists and all stakeholders in tourism, and culture
- Enhancing resilience and recovery of tourism and culture by development and upgrade of joint CB tourism products and services
- The aim of the support under this specific objective is to facilitate the recovery of tourism and culture in the PA by greening of tourism, supporting shift from quantity towards quality, increasing diversity of tourism products and services, and supporting cultural tourism entrepreneurship and innovation. P3: An accessible and connected region
- SO 3.1: Enhance efficient public administration by promoting legal and administrative cooperation, and cooperation between citizens, civil society actors, and institutions, in particular with a view toward resolving legal and other obstacles in border regions
- The support under this specific objective is to support public administration in its role as an initiator/coordinator of processes aimed at improving the quality of services and developing innovative solutions in the area of health care, social inclusion and welfare, energy efficiency, and accessibility in the border region. A place-based and participatory approach, sustainability and digitalisation are the guiding principles when implementing the activities within this priority. The cross-border cooperation and resolving legal and other obstacles is crucial when taking into account the functional relations between the different actors and activities in the border area.
- Improvement of the quality and diversity of the services and development of innovative solutions in the areas of health care, social inclusion and welfare, accessibility, and energy efficiency in the border regions by overcoming legal and administrative obstacles
- The support under this specific objective is to support public administration in its role as an initiator/coordinator of processes aimed at improving the quality of services and developing innovative solutions in the area of health care, social inclusion and welfare, energy efficiency, and accessibility in the border region. A place-based and participatory approach, sustainability and digitalisation are the guiding principles when implementing the activities within this priority. The cross-border cooperation and resolving legal and other obstacles is crucial when taking into account the functional relations between the different actors and activities in the border area.

Project Partnership
The minimum requirement is to have at least one project partner from Slovenia and one from Croatia or an EGTC registered in the Participating Country consisting of members from both Member States. The recommended upper number of Project Partners is 6.
In order to be eligible, projects must contribute to at least three out of the following four cooperation criteria.
- Joint development (mandatory)
- Joint implementation (mandatory)
- Joint financing (mandatory)
- Joint staffing

The Interreg Programme Slovenia – Croatia programme area (PA) covers 17 NUTS 3 regions: nine Slovenian NUTS 3 regions (Podravska, Pomurska, Savinjska, Zasavska, Posavska, Jugovzhodna Slovenija, Obalno-kraška, Osrednjeslovenska, and Primorsko-notranjska statistical regions), and eight Croatian NUTS 3 regions (Primorsko-goranska, Istarska, Zagrebačka, Krapinsko-zagorska, Varaždinska, Međimurska, and Karlovačka counties and the City of Zagreb).
The projects eligible for participation in the programme have to apply from EUR 250.000 of ERDF to EUR 2.5 million ERDF funds for Priority 1 and Priority 2 and from EUR 200.000 of ERDF funds to EUR 1 million EFRD funds for Priority 3.
The project end date shall be the date defined in the Subsidy Contract but not later than 30 November 2028.
The projects eligible for participation are those with the duration up to 30 months for Priority 1 and Priority 2 and up to 24 months for Priority 3.

Additional Information
Project applications can be submitted at any time between the launch date and the closing date of the Open Call for Proposals or as long as the funding is available. The applicants can submit project applications continuously after the Open Call is launched.
The first deadline for the submission of project applications shall be 19 February 2025 (at 12.00 CET). All subsequent deadlines for the submission of project applications shall be published on the programme website www.si-hr.eu at least two months before the set deadline. Applications received in due time before each Monitoring Committee and fulfilling all requirements shall be subject to MC decision.
The project application shall be submitted by the Lead Partner through Joint Electronic Monitoring System (Jems). The submitted application shall contain all the required data and shall be accompanied by signed and scanned documents annexed to the Application Form as stated in the Manual for Beneficiaries for standard projects.
The project application shall be bilingual, written in both the Slovene and Croatian language, except for the project summary which shall be written in the Slovene, Croatian and English language. In case of discrepancies, the language of the Lead Partner shall prevail.
