    Innovation capacity and awareness are also key, with actions aimed at increasing the ability of individuals and organizations to adopt and apply innovative practices. This involves empowering innovation networks and stimulating innovation across different sectors. 

    Institutional cooperation and network-building play a crucial role, supporting long-term partnerships to improve administrative processes, share regional knowledge, and promote intercultural understanding. This also includes cooperation between universities, healthcare facilities, schools, sports organizations, and efforts in management and capacity building. 

    This topic focuses on strengthening the agricultural, forestry, and fisheries sectors while ensuring sustainable development and environmental protection. It covers agricultural products (e.g., fruits, meat, olives), organic farming, horticulture, and innovative approaches to sustainable agriculture. It also covers the improvement of tourist services and products, the creation of ecotourism models, and the development of sustainable tourism strategies. 

    This topic focuses on the sustainable management, protection, and valorisation of natural resources and areas, such as habitats, geo parks, and protected zones. It also includes preserving and enhancing cultural and natural heritage, landscapes, and protecting marine environments. 

    Circular economy initiatives play a key role, with actions aimed at innovative waste management, ecological treatment techniques, and advanced recycling systems. Projects may focus on improving recycling technologies, organic waste recovery, and establishing repair and re-use networks. Additionally, pollution prevention and control efforts address ecological economy practices, marine litter reduction, and sustainable resource use.

    Strengthening small and medium-sized enterprises (SMEs) and boosting entrepreneurship are key priorities. This includes enhancing SME capacities, supporting social entrepreneurship, and promoting innovative business models. Activities may focus on creating advisory systems for start-ups, spin-offs, and incubators, fostering business networks, and improving the competitiveness of SMEs through knowledge and technology transfer, digital transformation, and sustainable business practices. 

    This topic focuses on fostering community integration and strengthening a common identity by promoting social cohesion, positive relations, and the development of shared spaces and services. It supports initiatives that enhance intercultural understanding and cooperation between different societal groups. 

    Demographic change and migration address key societal challenges, such as an aging population, active aging, and silver economy strategies. It also includes adapting public services and infrastructure to demographic shifts, tackling social and spatial segregation, and addressing brain drain. Migration-related actions cover policy development, strategic planning, and the integration of migrants to create inclusive and resilient communities. 

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    This topic focuses on enhancing education, training, and opportunities for children, youth, and adults. It covers the expansion of educational access, reduction of barriers to education, and improvement of higher education and lifelong learning. It also includes vocational education, common learning programs, and initiatives supporting labour mobility and educational networks. Additionally, it addresses the promotion of media literacy, digital learning tools, and the development of innovative educational approaches to strengthen knowledge, skills, and societal participation. 

    This topic emphasizes the role of culture and media in education and social development. It supports initiatives that foster creativity, cultural awareness, and artistic expression among children and youth. Activities include promoting cross-border cooperation in the audiovisual sector, enhancing digital content creation skills, and boosting the distribution of educational and cultural media products. Furthermore, it encourages the development of media literacy initiatives, helping young audiences critically engage with digital and media content. By connecting education, creativity, and media, this topic strengthens cultural identity and supports inclusive, knowledge-based societies. 

    This topic covers actions aimed at improving energy efficiency and promoting the use of renewable energy sources. It includes energy management, energy-saving methods, and evaluating energy efficiency measures. Projects may focus on the energy rehabilitation and efficiency of buildings and public infrastructure, as well as promoting energy efficiency through cooperation among experienced firms, institutions, and local administrations. 

    In the field of renewable energy, this encompasses the development and expansion of wind, solar, biomass, hydroelectric, geothermal, and other sustainable energy sources. Activities include increasing renewable energy production, enhancing research capacities, and developing innovative technologies for energy storage and management. Projects may also address sustainable regional bioenergy policies, financial instruments for renewable energy investments, and the establishment of cooperative frameworks for advancing renewable energy initiatives. 

    This topic focuses on promoting equal rights and strengthening social inclusion, particularly for marginalized and vulnerable groups. It covers activities enhancing the capacity and participation of children, young people, women, elderly people, and socially excluded groups. Activities can address the creation of inclusive infrastructure, improving access and opportunities for people with disabilities, and fostering social cohesion through innovative care services. It also includes initiatives supporting victims of gender-based violence, promoting human rights, and developing policies and tools for social integration and equal participation in society. 

    This area focuses on improving health and social services, enhancing accessibility and efficiency for diverse groups such as the elderly, children, and people with disabilities. It includes the development of new healthcare models, innovative medical diagnostics and treatments (e.g., dementia, cancer, diabetes), and the management of hospitals and care facilities. Additionally, activities addressing rare diseases, promoting overall wellbeing, and fostering preventive health measures fall under this theme. It also covers sports promotion, encouraging physical activity as a means to improve public health and social inclusion. 

    This area focuses on strengthening justice, safety, and security through cross-border cooperation and institutional capacity-building.     This area focuses on the development and improvement of transport and mobility systems, covering all modes of transport, including urban mobility and public transportation. Actions aiming at improving transport connections through traffic and transport planning, rehabilitation and modernisation of infrastructure, better connectivity, and enhanced accessibility. Projects promoting multimodal transport and logistics, optimising intermodal transport chains, offering sustainable and efficient logistics solutions, and developing multimodal mobility strategies. Also, initiatives establishing cooperation among logistic centres and providing access to clean, efficient, and multimodal transport corridors and hubs. 

    Activities focusing on the sustainable development and strategic planning of urban, regional, and rural areas. This includes urban development such as city planning, urban renewal, and strengthening urban-rural links through climate adaptation, sustainable mobility, water efficiency, participatory processes, smart cities, and the regeneration of public urban spaces. Regional planning and development cover the implementation of regional policies and programmes, sustainable land use management plans, integrated regional action plans, spatial planning, and the efficient management of marine protected areas. Rural and peripheral development addresses the challenges of remote and sparsely populated areas by fostering rural community development, enhancing rural economies, improving access to remote regions, and promoting tailored policies for rural sustainability and growth.

Interreg IPA South Adriatic (Italy-Albania-Montenegro) is a programme aiming to promote economic growth and intensify cooperation in the low Adriatic area, by implementing joint actions between national and regional institutional and not-for-profit actors and by fostering smart, inclusive and sustainable development.

Call objectives

The following priorities and specific objectives have been developed within the programme:

  • P1: A smarter South Adriatic programme area, by promoting innovative and smart economic transformation
    • SO 1.1: Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments
  • P2: A greener South Adriatic programme area, by promoting clean and fair energy transition, green and blue investment, the circular economy, climate adaptation and risk management
    • SO 2.1: Promoting climate change adaptation, risk prevention and disaster resilience with joint cross-border actions

Expected results

The programme proposes the following (non exhaustive) types of measures:

P1: A smarter South Adriatic programme area, by promoting innovative and smart economic transformation

  • SO 1.1: Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments
    • Actions shall aim at improving the framework conditions for growth and competitiveness of SMEs, incl. micro SMEs. This includes growth of touristic MSMEs, especially targeting green / sustainable forms of tourism, of cultural & creative MSMEs, e.g. through joint artistic productions, of MSMEs in the health-care and long-term care sectors, especially through e-health services, of MSMEs in the blue and in the circular economy (i.e. enhancing the growth of circular economy SMEs e.g. through pilot actions / plans focused on the reduction / valorisation of waste / residual bio resources), agri-food, etc.

P2: A greener South Adriatic programme area, by promoting clean and fair energy transition, green and blue investment, the circular economy, climate adaptation and risk management

  • SO 2.1: Promoting climate change adaptation, risk prevention and disaster resilience with joint cross-border actions
    • Actions shall aim at promoting climate change adaptation, risk prevention and disaster resilience. Both natural risks (floods, landslide, earthquakes, wildfires, coastal erosion, human/animal/vegetal pandemics, etc.), and man-made risks (oil spills, maritime disasters, etc.) may be focused by the actions. This includes risk management measures targeting specific groups such as touristic, cultural industries etc., or aiming at a mitigation of risks at border-crossings, or supporting the adoption of EU rules on risk management, or enhancing digitalisation in risk management.
  • SO 2.2 Enhancing biodiversity, green infrastructure in the urban environment, and reducing pollution with joint crossborder action
    • Actions shall aim at enhancing biodiversity, green infrastructure in the urban environment, and reducing pollution, including water, soil and air pollution (such as PM emissions). This includes actions to effectively manage the natural / cultural heritage for green tourism or water resources and landscapes, including actions for adopting ICZM & MSP. Still within the final goal of protecting natural habitats and reducing pollution, and only functionally to this final goal, actions also related to circular economy or an effective water management & monitoring, incl. waste and sewage, may be carried out.
  • SO 2.3 Promoting energy efficiency with joint crossborder actions
    • Actions shall contribute to promoting energy efficiency. This includes awareness-raising on CO2 emissions such as through solutions to decarbonize maritime mobility (e.g. fishing fleets) e.g. though innovative /sustainable electricity supply for vessels, energy efficiency measures targeting specific sectors (e.g. culture/tourism, construction, public facilities, etc.), but also efficiency & security of cross-border energy networks & pipelines, digital tools / processes for energy efficiency, integrated energy efficiency plans within RES strategies / actions, as well as the adoption of EU rules on energy.

P3: A more connected South Adriatic programme area by enhancing mobility and regional connectivity

  • SO 3.1: Developing and enhancing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobilit
    • Actions shall aim at developing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility, through soft measures. This includes maritime, air, rail and road transports, also targeted to tourism, such as with improved public transport links to cultural / natural heritage sites, through soft measures. Joint actions for soft mobility, multimodal transport links, ports security & green ports (such as while testing new technology, digital tools, ICT solutions in ports e.g. to enhance interoperability among ports, to support the supply chain, or to enhance connectivity to islands, incl. green solutions for short sea shipping, etc.), or security procedures at border-crossing & customs, aimed at efficient connectivity are also included.

P4: A more social South Adriatic programme area

  • SO 4.1: Improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and on-line education and training
    • Actions shall aim at improving access to and the quality of training and lifelong learning across borders with a view to increasing the skills levels thereof as to be recognised across borders. This includes professional / vocational trainings or capacity building in touristic, cultural and creative sectors, improvement of professional & entrepreneurial & digital skills, green and sustainability skills, required for the green economy, improving efficiency of the cross-border labour markets aimed at greater social inclusion of vulnerable social groups (incl. unemployed, vulnerable groups, NEETs, etc.), capacity building for increased effectiveness of border-crossing & customs, actions on recognition of professional qualification, & supporting the adoption of EU rules on welfare, labour, qualification, such as e.g. through a network of Blue Career Centres. Targeted training opportunities and equal access to streamlined education/training should address in particular vulnerable social groups. Beneficiaries are required to make sure that training specifically targeted to vulnerable groups does not have the side effect of marginalising those groups, who should also benefit from equal access to streamlined education/training.
  • SO 4.2: Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation
    • Actions shall aim at enhancing the role of culture and tourism in economic development, social inclusion and social innovation. Actions aiming at making tourism and culture more social and more economically resilient shall primarily target vulnerable social groups and local communities. The management of cultural and natural assets shall become more sustainable, in compliance with the green transition principles, more diversified, and strategically valorised, e.g. through mapping/ promoting/ diversifying cultural & thematic routes or adopting EU standards for sustainable tourism. The actions may focus on enhancing digitalisation, especially taking stock of the upcoming data spaces on cultural heritage and tourism, skills, especially digital skills of cultural, creative and touristic operators, capacity building, services & new opportunities for vulnerable groups in these sectors, in complementarity with other interventions such as the ESF, and supporting the adoption of EU rules. Non-discrimination and equal rights are certainly key principles in this S.O.

Project Partnership

The projects shall involve partners from at least two participating countries, at least one of which shall be from Italy. Nonetheless, to apply the partnership principle to all territories involved, projects involving partners from all 3 countries shall receive additional points, as well as projects involving partners from both Puglia and Molise Regions in Italy. The total number of partners must not exceed six (6) including the Lead Partner.

Projects can also have associated partners, taking part to the activities without receiving financing, for a maximum of one per partner.

The partnership has to appoint a Lead Partner, who is responsible for the preparation and submission of the application form. In case of approval of the project, the Lead Partner takes over the responsibility for management, communication, implementation, and coordination of activities among the involved partners.

Organisations may apply as lead partners or project partners in maximum 1 project proposal per specific objective (i.e. in total max. 7 project proposals per partner), except for universities.

In order to be eligible, projects must contribute to at least three out of the following four cooperation criteria. 

  • Joint development (mandatory) 
  • Joint implementation (mandatory) 
  • Joint financing
  • Joint staffing

The following types of partners, according to their legal status, are eligible for funding as lead partner, project partner or associate partner, who must have one of these legal statuses:

  • Public bodies
  • Bodies governed by public law;
  • Private non-profit organisations, established according to the applicable legal framework/law in the respective country. Non-profit organizations must be operational, established and registered for at least 24 months before the publication of the call for proposals.

Even though, at programme level the IPA co-financing rate is 82,49%, following rates are applicable:

Additional Information

The project proposals have to be submitted in one step electronic procedure through the Electronic Monitoring System of the Programme (Jems). The address of the Jems is published on the Programme website with the publication of the call.

The project lead partner shall submit it on behalf of the partnership. All the compulsory documents to be filled in for submitting a project proposal are included in the Application Package available at the Programme official website www.italy-albania-montenegro.eu.

The Application Package includes the following documents:

  • Application
  • LP/PP Statements duly stamped (if stamp is applicable) and signed by the legal representative of all participating partners (standard form provided); a declaration duly stamped (if stamp is applicable) and signed by the legal representative of all associated partners (standard form provided); e-signatures, made according to specific national law, are admitted;
  • For partners, who participated already in 2014-2020 calls and who succeeded in the eligibility check, a declaration8 that the legal Statute / or legal acts have not substantially changed, compared to the version previously submitted to the programme, as well as consent that the MA may request and assess the entire documentation -and exclude the partner, if ineligible- before the signature of the subsidy contract;
  • For partners participating for the first time, or having substantial changes to the own legal Statute and/or legal Act, which sets up the partner institution/organization, in which its legal representation is specified, a copy thereof. Statute and/or legal act can be submitted also in the national language. A translation into English is preferable.
  • For private partners, the balance sheets of the last two accounting years, or equivalent document, issued according to national legislation.

The Application Form and LP/PP Statement must be filled in English in all their parts and the Lead Partners and partners must not modify the templates provided by the Programme. The Lead Partner is responsible for submitting the project proposal.

It means that the Lead Partner has to collect the required documents from all involved partners, uploading pdf-documents for each partner, and submit the project proposal according to the application procedures.

For the submission of the Application Form, the Lead Partner shall register in the Jems. The Lead Partner must fill in and submit the Project Application Form ONLY online at the electronic Monitoring system (Jems). Only projects submitted through the Jems and within the call expiry date / time are admissible. The Jems stops submissions after the time of expiry of the call, it does not allow total project budgets exceeding the maximum amounts set out for the call or to exceed the maximum IPA co-financing rate.
