  1. Governance, partnership: Projects aimed at increasing the application of multilevel and transnational or cross-border governance, designing and testing appropriate governance structures and mechanisms. Also cooperation between public institutions on any theme.

    Innovation capacity and awareness-raising: Actions that increase a person’s or organisation’s capacity for innovation (not innovation as such), and that establish the capacity to diffuse and apply innovation; projects that stimulate innovation in different areas and innovation capacities; strengthening and empowering of innovation networks.

    Institutional cooperation and cooperation networks: Projects working on the improvement of institutional cross-border co-operation and capacities, on renewing and simplifying administrative management through long term cooperation between institutions (e.g. Euregion), on establishing and sharing regional knowledge and intercultural understanding and cohesion.     Climate change and biodiversity projects assisting mitigation and adaption to climate change and environmental impacts of climate change. Development of low carbon technologies and strategies, reduction of CO2 emissions from all sectors. Promotion of biodiversity, new instruments to enhance biodiversity and natural protection.

    Soil and air quality projects that deal with any topic against soil and air pollution, except water pollution, for example, reduction of soil and air contamination, pollution-management systems, but also prevention and eradication of soil erosion, new ways of improving air quality (also indoors) and soil/air knowledge in general.

    Water management projects about management and distribution of drinking water, integrated sustainable water management, monitoring systems for water supply and improving drinking water quality; also water treatment (wastewater), in particular, innovative technologies to improve wastewater, treatments in the purification of industrial and domestic wastewater and water reuse policies. Waterways, lakes and rivers: This deals with any topics on waterways, lakes and rivers, from improving water quality, protecting and developing of ecosystems or sustainable wetland management.

    Activities that protect, promote and enhance cultural and natural heritage, increase the attractiveness through preservation and valorisation of common cultural and natural heritage in a sustainable manner, and improve and develop cultural and natural heritage objects, services and products. Cultural heritage management, art and culture, (maritime) heritage routes, access to cultural and natural heritage. Also all topics on cultural services such as festivals, concerts, art workshops.

    Tourism projects dealing with the promotion of natural assets, and the protection and development of natural heritage, as well as increasing the touristic attractiveness through the better use of natural, cultural and historical heritage. Also projects about improved tourist services/products, development of ecotourism models, tourism development strategies.

    Sustainable management of natural resources projects focussing on the protection, promotion and valorization, and sustainable management and conservation of natural areas (habitats, geo parks, protected areas, etc.). Also projects focussing on preserving and enhancing cultural and natural heritage and landscape, as well as protecting the marine environment.

    Projects on waste management (innovative services and strategies), ecological waste treatment, treatment techniques/systems; waste disposal and recycling (improvement of recycling, innovative recycling technologies, recovery of organic waste, repair & re-use centres and networks); also prevention of pollution and pollution control (ecological and circular economy, marine littering, etc.).

    Labour market and employment: creating employment opportunities and/or optimising jobs, academic (un)employment and job mobility, workforce attraction and improvement of employment conditions for different groups.

    SME and entrepreneurship: strengthening SME capacities, boosting entrepreneurial activities in different sectors and for different groups, supporting social entrepreneurship, creating business support/advisory systems for start-ups/spin-offs/incubators, improving the competitiveness of SMEs, and promoting new business processes.

    Community integration and common identity projects that build identity, create a more cohesive society, promote positive relations through an increased provision of shared spaces and services.

    Demographic change and immigration is about projects tackling major societal challenges like demographic change in different areas and migration, in particular, aging society (active aging, best agers, silver economy strategies) and related new public services (adaptation of key services and infrastructure), social and spatial segregation, and brain drain. Also all topics on migration (policy tools, strategic planning, integration).

    All projects where ICT has a significant role, including tailor-made ICT solutions in different fields, as well as digital innovation hubs, open data, Internet of Things; ICT access and connecting (remote) areas with digital infrastructure and services; services and applications for citizens (e-health, e-government, e-learning, e-inclusion, etc.); services and applications for companies (e-commerce, networking, digital transformation, etc.).

    This is about the mitigation and management of risks and disasters, and the anticipation and response capacity towards the actors regarding specific risks and management of natural disasters, for example, prevention of flood and drought hazards, forest fire, strong weather conditions, etc.. It is also about risk assessment and safety.

    Education and training projects on expanding educational opportunities, reducing barriers in the field of education, improving higher education and lifelong learning, training and labour mobility, educational networks, higher vocational education, common learning programmes.

    Topics on energy management, energy-saving methods, evaluating energy efficiency measurements, energy rehabilitation/efficiency in buildings / public infrastructure, promotion of energy efficiency, cooperation among experienced energy efficiency firms, institutions and local administrations, co-generation.

    Projects focussing on wind, solar, biomass, hydroelectric, geothermal and other renewable energy, increasing the production of sustainable renewable energy and improving research capacities in biomass. Also projects focussing on storage and management of renewable energy, new technologies, sustainable regional bioenergy policies and financial Instruments for investments on renewable energy.

    Social projects concerning people with disabilities and excluded groups; enhancement of the capacity of children, young people, women and elderly; creation of infrastructure to improve access for disabled people, integration of socially vulnerable people; innovate in the care of victims of gender violence, social inclusion of women, etc.

    This deals with the development of health and social services and improved accessibility and efficiency for different groups (elderly, children, etc.). It is also about new healthcare models and medical diagnosis and treatments (dementia, cancer, diabetes, etc.), hospitals, care management, and rare diseases, as well as improving wellbeing and promoting sports.

    Projects about (organised) crime, efficient and secure borders, such as enhancing the effectiveness of the police in the prevention of drug crimes, the development of safety services, or tackling security and organised crime issues.

    Activities related to:

    • Transport and mobility covering all sorts of transport (incl. urban transport) and mobility.
    • Improving transport connections dealing with traffic and/or transport connections, rehabiliation/modernisation, better connectivity, improving accessibility/connections, but also public transport.
    • Multimodal transport and logistics and freight transport focusing on using different means of transport, developing multimodal connections, optimising intermodal transport chains; offering multimodal logistics solutions and providing access to clean, efficient and multimodal transport corridors and hubs; establishing cooperation among logistic centres and developing multimodal mobility strategies.

    Activities related to:

    • urban development, such as planning and design of cities and urban areas, urban renewal, urban-rural links (climate, sustainable mobility, water efficiency, participation, sustainable land use, smart cities, public urban areas, regeneration)

The global objective of this call for proposals is to empower CSOs and to support their efforts to promote, advance and defend human rights and democracy in Montenegro.

Call objectives

The specific objective(s) of this call for proposals are threefold: firstly, to support CSOs working in the area of protection of social, economic and cultural rights, especially for groups particularly vulnerable to discrimination. Secondly, it will support CSOs in promoting active citizenship in public and political life and in fostering the role of civil society in oversight and accountability mechanisms in the area of justice and rule of law. Thirdly, it also seeks for the proposals aimed at harnessing the opportunities and addressing the challenges of digital communication technologies, taking into account the fact that such technologies can empower people, widen access to information and knowledge, but at the same time, can also be used in ways that violate human rights.

Expected results

This call for proposals is divided in three lots, each with its own specific objectives and priorities, as indicated under 2.1.3. Within the general objective in each lot, the proposed actions may address one or more of the specific objectives of the lot.

Lot 1: Protection of social, economic and cultural rights, especially for groups particularly vulnerable to discrimination:

  • Supporting access to public services (employment, health, education, etc.) by vulnerable, marginalised, exposed or discriminated groups (ex. Persons with disabilities, Roma, LGBTIQ, minorities, women and children victims of violence)
  • Fostering development of competences and skills through non formal learning; digital literacy, intercultural learning, vocational education, critical thinking, the respect of diversity, and the values of solidarity, equal opportunities and human rights among others
  • Creating partnerships between local/regional public institutions and civil society organisations on development of tailor-made employment measures for disadvantaged groups 
  • Creating opportunities for self-employment of vulnerable, marginalised, exposed or discriminated groups
  • Supporting national and local institutions and actors in protecting and promoting social, economic and cultural rights of the most vulnerable, marginalised, exposed or discriminated groups 
  • Enhancing the inclusion into all aspects of societal life of people belonging to minorities and/or people being in marginalised situations, such as people belonging to ethnic or sexual minorities; people marginalised by poverty and/or lacking educational opportunities; people being in vulnerable situations; victims of social discrimination; migrants and refugees
  • Addressing social inclusion, by: reducing inequalities; fighting discrimination; combating hate speech; promoting rights’ awareness; promoting digital skills.

NB: For all activities indicated above, proposals should demonstrate their value added in relation to existing state services (social services, employment, education etc.), either enhancing access to them, or innovating upon them. Activities undertaken under the project should be considered as pilots generating experiences that should also be analysed and shared as part of project activities, in search for potential further innovation and inclusion into relevant sector reforms.

Lot 2: Promoting active citizenship in public and political life:

  • Enhancing citizen participation in public consultations through greater involvement of CSOs with the aim to engage the public and CSOs in the formulation of public policies
  • Encouraging innovative citizen-led initiatives to improve governance, transparency, integrity efficiency, inclusiveness and service orientation of public administration
  • Facilitating the creation of mechanisms for citizens' active monitoring of policies, services and reporting (e.g. cases of maladministration, corruption etc.) as well as  policy dialogue through effective enjoyment of public consultations rights
  • Strengthening advocacy/lobbying by community-based organisations
  • Raising awareness among citizens on key EU accession-related reforms, also through civic and legal education
  • Support activities, projects and ideas of informal groups, networks and activists, particularly at local level on key EU-related reforms in the area of rule of law and justice
  • Promoting the establishment of networks involving youth, women and vulnerable groups

Lot 3: Harnessing the opportunities and addressing the challenges of digital communication technologies, to avoid violation of human rights:

  • Contributing to counter disinformation, interference in democratic processes and hate speech, while safeguarding the full exercise of fundamental freedoms
  • Supporting civil society actions that foster online media literacy and digital skills, promoting open, free and secure internet equally accessible to all
  • Enhancing general knowledge and understanding of new media/communication technologies and their impacts on human rights
  • Helping young people understand the value and risks of the open internet; make informed choices while using the internet and digital technologies; and understand and counteract its possible abuses in the form of hate speech, fake news, cyber-harassment
  • Disseminating knowledge, building or reinforcing skills, including on digital security matters, for their strategic use at grassroot level and promoting close collaboration with experts to anticipate and counter harmful effects in terms of personal data protection, privacy and security.
  • Supporting partnerships with and support the work of bloggers, film makers, photographers, artists and other communication specialists on key reform policy areas in order to create positive behavioural changes in society in the areas addressed by this lot.

The lead applicant must act with co-applicant(s) as specified hereafter.

Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself except that co-applicant can be established in Montenegro or in EU member state.


In order to be eligible for a grant, the lead applicant (and co-applicants, if applicable) must:

  • be a legal person and
  • be non-profit-making and
  • be established in Montenegro or a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under this Instrument, without prejudice to the limitations inherent in the nature and objectives of the action and
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
  • in case the lead applicant is not established in Montenegro, it must act with at least one co-applicant that is established in Montenegro and
  • be registered at least 24 months prior the deadline for submission of project proposals.

Financial support to third parties

The maximum amount of financial support per third party is EUR ≤ 20 000. Detailed information about the rules for financial support to third parties can be found on pages 13-15 of the call document.

Applicants must propose financial support to third parties (FSTP) in order to help achieve the objectives of the action – however, different minimum requirements apply to different lots.

Lot 1: Minimum 70% of the budget should be dedicated to FSTP

Lot 2: Minimum 50% of the budget should be dedicated to FSTP

Indicative allocation of funds by lot:

If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposals received, the contracting authority reserves the right to reallocate the remaining funds to (an)other lot(s).] Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
