short description
The general objective is to modernise transport infrastructure on the Core and Comprehensive Networks of the TEN-T.
Call objectives
In accordance with the Article 9(2)(b)(vii) of the CEF Regulation, the following works will be supported:
- works aiming at the development of new safe and secure parking areas to be certified in accordance with Delegated Regulation (EU) 2022/1012[1] (including safety and security Information and Communication Technologies) which are located on the road Core network and its nodes, or on the road Comprehensive network if they primarily serve users of the road Core network, for trucks and commercial vehicles.
- works aiming at upgrading the safety and security of existing parking areas certified or to be certified in accordance with Delegated Regulation (EU) 2022/1012[1] (including safety and security Information and Communication Technologies), which are located on the road Core network and its nodes, or on the road Comprehensive network if they primarily serve users of the road Core network, for trucks and commercial vehicles. ;
- works optimising the use of existing safe and secure parking areas for trucks and commercial vehicles through static and dynamic information including the collection, processing and dissemination of parking information. These interventions shall comply with Commission Delegated Regulation No (EU) 885/2013 (Commission Delegated Regulation No (EU) 885/2013 of 15 May 2013 supplementing ITS Directive 2010/40/EU of the European Parliament and the Council with regard to the provision of information services for safe and secure parking places for trucks and commercial vehicles (OJ L 247, 18.9.2013, p. 1)) and apply Union standards (e.g. DATEX2) and Guidelines, set up methods for measuring accurate and reliable data from sensors, cameras or other monitoring devices and analyse priority zones needed, as defined in Delegated Regulation No (EU) 885/2013, taking into account traffic conditions, infrastructure shortages or weaknesses and driving regulations.
If the project is not located directly on the Core road network or if it is located on the Comprehensive road network, the application has to justify its utility for the functioning of the Core Network. Only elements of the safe and secure parking area laid down in the service and security levels of the standards set out in Delegated Regulation (EU) 2022/1012 are eligible for funding. Accessory elements not covered by the standards will not be funded.

Proposals shall be submitted by:
- one or more EU Member States
- by international organisations, joint undertakings, or public or private undertakings or bodies established in Member States (with the agreement of the Member States concerned).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.
- EU Member States (including overseas countries and territories (OCTs))
- third countries associated to the CEF (list of partipating countries)
Specific cases:
- Entities from other countries are exceptionally eligible for projects of common interest in the field of transport, energyand digital and for cross-border projects in the field of renewable energy, if the granting authority considers their participation essential for the implementation of the action.
- Natural persons are NOT eligible (with the exception of self-employed persons, i.e. sole traders, where the company does not have legalpersonality separate from that of the natural person).
- International organisations are eligible. The rules on eligible countries do not apply to them.
- Entities without legal personality under their national law may exceptionally participate, provided that their representatives have the capacity to undertake legal obligations on their behalf, and offer guaranteesfor the protection of the EU financial interests equivalent to that offered by legal persons.
- EU bodies (with the exception of the European Commission Joint Research Centre) can NOT be part of the consortium.
other eligibility criteria
In order to ensure efficiency in EU funding interventions, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to the eligible costs of no less than EUR 1,000,000. Where possible, related projects should be grouped and submitted as one proposal.

Additional Information
The indicative call budget for projects related to smart and interoperable mobility – General envelope (CEF-T-2022-SAFEMOBCOEN) is EUR 150,000,000.
Depending on the proposals received and the results of the evaluation, the European Commission reserves the right:
- To use the flexibility provided in the 2021-2027 Work Programme to exceed the indicative call budget, or;
- Not to award all available funds or to redistribute them between the call topics.
