"Twinning II: "Enhancing the cooperation between railway stakeholders for better safety management""
The objective of this Programme Support Action is the sharing of knowledge and best practice across railways to support new approaches to safety management. The twinning programme should result in a structured approach and a shared understanding of both the opportunities and benefits, and of the barriers to a more mature and fair safety culture, and reinforcing the practices for occurrence reporting in railways.

Applicant details Applications submitted by natural persons are not eligible
Project Partner Details In order to be eligible, a proposal must be submitted by a consortium composed of at least 12 legal entities of the following list of stakeholder groups: 
  • National investigation bodies (NIB)
  • National safety Authority (NSA)
  • Infrastructure manager
  • Rail Undertakings
The Consortium must include each of the listed stakeholder groups.
A project shall have a geographical coverage of at least two member states.
Project duration max 36 months

To be eligible for funding the twinning programme the proposals should cover the following issues, in particular:
  • safety management and behaviours;
  • development of common principles for management of railway safety;
  • occurrence reporting and use of information safety-related tools (E-rail, SAIT, own resources);
  • transition towards a more mature safety culture;
  • implementation of safety culture and management, both within organisations and cross-border.
