"Key Action 3 – Support for policy reform"

Key Action 3 provides grants for a wide variety of actions aimed at stimulating innovative policy development, policy dialogue and implementation, and the exchange of knowledge in the fields of education, training and youth. The majority of them are managed by the EACEA. Most of the actions under KA3 are managed outside the annual general call for proposals. This Subprogramme focuses on the following topics:

  • Initiatives for policy innovation
  • European policy experimentations
  • Civil Society Cooperation
  • Studies and surveys
  • European policy tools
  • Cooperation with international organisations
  • Stakeholder dialogue, policy and programme promotion

Forward-Looking Cooperation Projects
Description of call
"Forward-Looking Cooperation Projects"
The general objectives of this call are:
  • to promote innovation in education and training fields through European cooperation at both policy and practice levels
  • to empower key stakeholders in developing and mainstreaming policy innovation
Proposals submitted under the present call must address one of the following Priorities (P):
  • P1 - Acquisition of basic skills by low-skilled adults
  • P2 - Designing and assessing the effectiveness of continuing training to meet current and future skill needs
  • P3 - Promoting innovative technology in the field of providing career guidance
  • P4 - Promoting innovative and cross-disciplinary approaches to STE(A)M teaching in education
  • P5 - Promoting the use of self-reflection tools to support innovation and systemic change in education and training institutions 
  • P6 - Higher education – achieving the aims of the Digital Education Action Plan
