The general objectives of the Digital Europe Programme shall be to support and accelerate the digital transformation of the European economy, industry and society, to bring its benefits to citizens, public administrations and businesses across the Union, and to improve the competitiveness of Europe in the global digital economy while contributing to bridging the digital divide across the Union and reinforcing the Union’s strategic autonomy, through holistic, cross-sectoral and cross-border support and a stronger Union contribution. The Programme shall be implemented in close coordination with other Union programmes as applicable, and shall aim:
It will reinforce EU critical digital capacities by focusing on the key areas of artificial intelligence (AI), cybersecurity, advanced computing, data infrastructure, governance and processing, the deployment of these technologies and their best use for critical sectors like energy, climate change and environment, manufacturing, agriculture and health. Thus, the Programme shall have five interrelated specific objectives:
The Digital Europe Programme is strategic in supporting the digital transformation of the EU industrial ecosystems targeting upskilling to provide a workforce for these advanced digital technologies. It supports industry, small and medium-sized enterprises (SMEs), and public administration in their digital transformation with a reinforced network of European Digital Innovation Hubs (EDIH). The Programme will accelerate the economic recovery and drive the digital transformation of Europe. Specific Objective 1- High Performance Computing The financial contribution from the Union under Specific Objective 1 – High Performance Computing shall pursue the following operational objectives:

Specific Objective 4 – Advanced Digital Skills The financial contribution from the Union under Specific Objective 4 – Advanced Digital Skills shall support the development of advanced digital skills in areas covered by the Programme in order to contribute to increasing Europe’s talent pool, bridge the digital divide and foster greater professionalism, especially with regard to high performance and cloud computing, big data analytics, cybersecurity, distributed ledger technologies (e.g. blockchain), quantum technologies, robotics, AI, while taking gender balance into account. In order to tackle skills mismatches and to encourage specialisation in digital technologies and applications, the financial contribution shall pursue the following operational objectives:

Description of call "Uptake of digital solutions in Health and Care" | Objective: In its Communication on “Enabling the digital transformation of health and care in the Digital Single Market, empowering citizens and building a healthier society” (COM/2018/233 final), the Commission sets out a number of measures for the large-scale use of digital tools for citizen empowerment and person-centred care. These measures depend on active contributions from local and regional ecosystems, stakeholder groups and organisations including industry, civil society, academia and public administration. This action will further foster knowledge sharing and multi-stakeholder engagement in the uptake and integration of digital solutions along the continuum of health and care. It will take forward and consolidate achievements in terms of interoperability, common dataspaces, telemedicine and digital solutions for person-centred care by engaging with the ecosystems and facilitating active contributions from all stakeholders. It should cover institutional, technological and behavioural aspects and take into account the digital preparedness for pandemics. Synergies with the work in Member States and associated countries – and in the eHealth Network in particular – will ensure links with national and regional strategies on digital health. Scope: The action will facilitate the alignment, strengthening and coordination of policies, strategies, instruments and activities regarding the uptake of digital health solutions and services:
This work should build on the results of previous and ongoing EU initiatives and have a clear focus on supporting supply and demand sides in implementing scaling up strategies for innovative solutions (technology, integration of health and social care, systemic change). In particular, complementarity and consistency should be ensured with the outcomes, guidelines and strategies delivered in projects funded under e.g. SC1-HCC-05-20185 and any other relevant efforts to link initiatives in the scope of the digital transformation of health and care in the Digital Single Market. The work should also ensure synergies with relevant efforts supported under Horizon Europe cluster 1 “Health”, in particular with the Co-funded Partnership with Member States and Associated Countries aimed at Transforming Health and Care Systems. Moreover, the proposal should be able to credibly deliver on the expected outcomes, covering the relevant expertise on a variety of domains and an appropriate level of resources convincingly allocated to the action. |
